Duties

Help

As a BUDGET ANALYST, GS-0560-11, you will provide management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds. Certify funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller. Prepare quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provide narrative explanation of the causes of variances between actual and budget objectives. Review transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy. Provide technical budgetary advice and assistance to federal and state agencies as requested. Independently develop and implement guidelines and policies as well as management controls for effective budget execution. Perform other duties as assigned.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Incumbent shall comply with the requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • Incumbent of this position is required to comply with all Department of Defense requirements of this certification program.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • Military positions with financial management occupational specialties require financial management certification within 2 years.

Qualifications

Military Grades: E-6 though O-4

GENERAL EXPERIENCE: Must have experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing; ability to plan and organize work; competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences; ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment

SPECIALIZED EXPERIENCE: Must have 36 months or 1-year specialized experience, education, or training equivalent to at least the next lower grade level of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

Education

EDUCATION REQUIREMENTS:

This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
