This position serves as the Deputy Director of the Global Maritime Operational Threat Response (MOTR) Coordination Center located within the Office of Judge Advocate General (CG-094), Office of Maritime and International Law (CG-LMI) at the United States Coast Guard's Headquarters in Washington, D.C

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Supervise watch standers and provide technical subject matter expertise to at least seven attorneys in remote locations.
  • Coordinate with the Director of Global Maritime Operational Threat Response (MOTR).
  • Report on the status of MOTR Plan implementation to include status of training and availability of MOTR facilitators in the interagency and the readiness of designated lead and supporting agency Command Centers to meet MOTR Plan requirements.
  • Train and qualify MOTR facilitators assigned to the Global MOTR Coordination Center (GMCC) or embedded in lead and supporting MOTR agencies.
  • Implement a comprehensive data gathering and analysis process to capture after action reports for MOTR activities and cases
  • Facilitate and foster interagency information sharing, dispute resolution and adherence to MOTR Plan and MOTR Protocols rules and obligations.
  • Serve as Director, GMCC in the absence or incapacity of the Director.
  • The incumbent is the legal subject matter expert within the U.S. Government on maritime operations and maritime governance.
  • Substantial legal research and writing, in addition to drafting, reviewing, and editing correspondence.
  • Incumbent will work under the general supervision of the Chief, Office of Maritime & International Law (CG-LMI). As Deputy Director, GMCC, under the general direction and oversight of the GMCC Director,
  • Incumbent provides expert legal advice, counsel, and assistance to the highest management tiers within the Coast Guard, the Department of Homeland Security and across the interagency by acting as a legal counsel to the head of the agency.
  • Incumbent must have an extensive breadth and depth of knowledge and experience to render legal services, apply, and focus on U.S. national security and maritime governance legal practice areas.
  • The GMCC supports the development of policy and execution of decision making for whole of government outcomes to complex maritime threats to U.S. interests.

Qualifications

Basic Requirement for all grade levels:

1. You must be a graduate with a Juris Doctor (J.D.) degree or equivalent from an accredited law school;

AND

2. You must have bar membership in one of the 50 states, Washington, DC, Puerto Rico or the US. Virgin Islands.

To qualify for the GS-15 level position, must: have successfully completed at least one full year of professional legal experience as a practicing attorney equivalent to the GS-14 level in the Federal service as reflected in the nature and complexity of casework and legal issues for which responsible, the level of responsibility exercised, and the degree to which such experience equipped the applicant with the particular knowledge, skills and abilities required to successfully perform the duties of this position.

You must meet 3 out of the 6 specialized experience below:

  • Providing legal advice and recommendations related to maritime operations and maritime governance; AND
  • Leading or managing a legal workgroup or team; AND
  • Providing operational legal training to an organization; AND
  • Conducting written and oral legal briefings; AND
  • Directing and executing plans, trainings, programs, policies, or projects in a professional or legal environment; AND
  • Conducting research and analyzes cases for legal sufficiency.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirements:
This position has a positive education requirement.

All Candidates must possess a J.D. or LL.B degree from an accredited law school; AND, must be a member in good standing of the appropriate licensing authority of any state, territory of the United States, Commonwealth of Puerto Rico or District of Columbia bar.
