This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Healthcare Experience and Interoperability (OHEI), Healthcare Experience Group (HXG), Division of Customer Experience Engagement (DCXE).

As a Supervisory Health Insurance Specialist, GS-0107-15, you will serve as a director for OHEI's role in furthering CMS' Strategic Goals to engage partners and drive innovation to tackle health system challenges.

Duties

Help
  • Serves as a technical expert and resource to CMS leadership, as well as other internal and external stakeholders, on customer experience (CX) using human-centered design (HCD) methodology.
  • Maintains a continuous review and analysis of the organization to assure that an acceptable quality and quantity of work is performed and assigned functions/duties are accomplished efficiently in accordance with established policies and objectives.
  • Provides liaison, coordinates activities, and responds to a wide variety of high-level requests within CMS, HHS, the Office of Management and Budget (OMB), the General Accountability Office (GAO), and Congress.
  • Directs project teams to ensure project management, quality management, performance, risk/issue management are integrated within the program and closely followed.
  • Oversees the operations, budget, procurement, and operating plans.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:

  1. Advising stakeholders on human-centered design (HCD) and/or customer experience (CX) methodologies; AND
  2. Collaborating with stakeholders to propose solutions to policy issues; AND
  3. Leading teams in gathering and analyzing research data related to healthcare initiatives; AND
  4. Designing research studies intended to inform policies, programs, or initiatives for health insurance providers.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Workplace Flexibility at CMS: This position has a regular full-time in-person reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate with alternative work schedules at the manager's discretion.
