Summary

The Office of Aerospace Medicine (AAM) develops and manages medical programs in support of Aviation Safety (AVS).
The incumbent functions as the branch manager for the Program Policy Branch in the Drug Abatement Division. The branch manager reports directly to the division director and serves as the division focal point for FAA rulemaking, guidance or policy, directives and daily matters that require special attention. The incumbent supports the director, deputy director, branch and center managers in planning, developing and distribution of all program, enforcement and regulatory guidance, policies and regulations to support the goals of the division that relate to the drug and alcohol testing program. The incumbent is an integral part of the management team’s ability to be efficient and effective in meeting the goals and objectives.
The incumbent is responsible for managing the division’s email to provide a timely response that is accurate and consistent with the regulations and policies and historical guidance. Applies an advanced knowledge and experience of the technical aspects of the work directed. The primary duties include the following: Review and coordination of FAA regulations, orders, and policies that may affect the division or its regulations. Development and coordination of all rulemaking activities within the timeframes set by DOT, FAA, and the division manager or as needed to meet program objectives. Evaluates existing policy and rule interpretations, develops, and recommends policy initiatives. Provides guidance to the aviation industry and internal staff on drug and alcohol regulations and policies through documents, internet web site, conferences, employee training and responses to policy questions. Prepares analysis and recommendations concerning all petitions for exemptions submitted by aviation industry employers.
Serves as the focal point for international program issues and serves as liaison on such issues with other agencies and international organizations. Serves as the division’s focal point for Congressional inquiries and Privacy Act requests. Represents the division on all matters related to the AVS Safety Management System and strategic matters, including the coordination and development of the Strategic Monitoring Compliance Plan.
The incumbent collaborates with the director and deputy, or other FAA and DOT counterparts to ensure established procedures and policies, and mission objectives are consistent, leaving considerable room for discretion. Prevents and resolves problems without the intervention of the director or deputy except where LOB/SO, FAA or DOT-wide interests are at stake. The director or deputy typically review individual and organizational performance through status reports and organizational performance measures.
Managerial duties typically affect employees and managers in more than one organizational unit/project/program and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.
Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. May have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for subordinate organizational units within guidelines.

Qualifications
To qualify at the FV-K (FG/GS 15) level, you must demonstrate in your application that you possess at least one (1) year Specialized Experience equivalent to the FV-J (FG/GS 14) level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and that is typically in or related to the work of the position to be filled.
SPECIALIZED EXPERIENCE includes:
Interpreting and applying federal regulations and polices related to drug and alcohol testing programs within a transportation or regulatory environment;
Evaluating, drafting, or coordinating regulatory or policy documents (e.g., rulemakings, orders, or guidance) that impact organizational compliance programs;
Managing/overseeing complex compliance activities, including assessing the effectiveness of drug and alcohol testing program implementation and recommending improvements;
Communicating complex regulatory requirements and policy changes to internal and external stakeholders, including drafting formal correspondence or policy interpretations; and
Leading cross-functional teams or coordinating with multiple stakeholders (e.g., legal, policy, enforcement) to develop or revise national policy, guidance, or rulemaking initiatives.
