Duties

Help
  • You will plan, coordinate, schedule, and track assigned workload (e.g., project tasking, periodic maintenance, corrective actions, accreditation, etc.).
  • You will evaluate, select, verify, and validate the system environment, including hardware, operating systems, networking equipment, and software.
  • You will integrate customer and user needs within mission requirements, budgetary restrictions and logistical considerations to meet project deliverables.
  • You will determine IT project scope and additional resources required to complete assignments.
  • You will monitor IT project milestones and provides status reports on progress.
  • You will perform analysis for new technologies and system enhancements and provide to department managers for review and approval.
  • You will develop strategies to define technical requirements and document plans for project lifecycle deployment including the scheduling of project deliverables.
  • You will organize work, set priorities, and develop short and long-term goals and strategies to achieve them.
  • You will ensure rigorous application of Cybersecurity/Information Assurance policies, principles and practices are followed to support the systems analysis process, operating environment, and delivery of IT services.
  • You will prepare, coordinate and contribute to Capital Investment Program (CIP) projects and life-cycle planning.
  • You will monitor and maintain project contingency funds to ensure efficient and effective utilization.

  • This is a Cyberspace Workforce position, work role code IT PROJECT MANAGER, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position may require the incumbent to lift/carry items up to 50 pounds in weight.

Qualifications

Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: managing IT projects to include formulating project criteria and assessing/evaluating project requirements.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing technical advice, guidance, and recommendations to management and other technical specialists on emerging IT technologies and their applications to business processes.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: influencing and persuading employees and managers to accept and implement findings and recommendations.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing issues and developing initiatives addressing process improvement, corrective actions, and innovative solutions.

In addition to experience demonstrating the four competencies above, your resume must also reflect one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector applying information technology (IT) systems analysis principles, concepts, and methods (e.g., business processes and operations analysis, structured analysis, cost-benefit analysis, feasibility analysis, functional requirements analysis, systems design) to plan and deliver new IT systems and apply project management methods and techniques (e.g., budgeting, resource management, timeline and task management) to support continuous improvements for IT initiatives and meet organizational objectives.
