  • Using knowledge of human anatomy, aseptic technique, and various phlebotomy equipment to draw and collect blood;
  • Using phlebotomy procedures such as the vacutainer system, the capillary puncture technique, and collection with butterfly needles or straight needles;
  • Using knowledge of specimen collection, handling procedures, and requirements to obtain meaningful test results, such as fasting conditions, maintaining specimens at 37 degree Celsius for cold agglutinin studies, proper time interval of collection after medication for drug levels, etc.;
  • Assessing readings and measurements taken, tests executed, observations made, work completed, samples collected, etc., to understand and relate the significance of the results to the higher objectives to which the activity is related;
  • Operating computers and using advanced spreadsheet/charting tools and laboratory equipment, to include those with numerous components or parts that must be calibrated and synchronized, to achieve desired results;
  • Recognizing, reporting, and assisting in emergency situations;
  • Adhering to infection control, safety, and universal precaution procedures;
  • Using oral communication skills to explain testing procedures, answer technical questions, and train staff;
  • Performing related duties as required.

Qualifications

MINIMUM QUALIFICATIONS GS-06: One year of specialized experience performing technical medical laboratory support work. This work includes performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings; or technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-05 grade level in Federal service. This experience must be detailed in your resume to receive credit. ~AND~

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: experience performing phlebotomy on human subjects. This experience must be detailed in your resume to receive credit.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires extensive and recurring physical exertion such as standing (or long periods of time, bending, standing, lifting (less than 25 pounds), walking, stooping, and stretching. The work is performed in an adequately heated, lighted, and ventilated clinical laboratory. The work involves regular and recurring risks or discomforts associated with working in a clinical laboratory, e.g., working with infectious substances, contagious diseases, and irritant reagents. The technician wears protective clothing such as lab coats, gloves and goggles. Work is also performed at the bedside of patients. Although safety procedures are followed, incumbent may be exposed to biological and chemical hazards such a hepatitis and AIDS, concentrated acids/bases and other solvents or dyes commonly used in a laboratory setting.
