This position serves as the Administrative Officer for the Human Capital Directorate (HCD), Library of Congress (LC). The incumbent works under supervision of the Chief Human Capital Officer (CHCO)and has a high degree of flexibility and authority for handling a variety of HCD administrative and human resources-related functions. The incumbent is primarily responsible for serving as the advisor on all administrative management matters associated with programs and operations and carrying out assignments that often involve organizing and managing several separate subordinate projects.

Incumbent provides direction management of tasks to HCD staff and contract personnel who provide administrative duties across HCD. The incumbent advises HCD managers on the administrative needs and requirements of the Library. Additionally, the incumbent undertakes administrative projects, or management studies and recommends improvements to administrative programs or procedures. Serves as a trusted confidant and exercises discretion when dealing with confidential and/or sensitive matters involving issues or staff internal and external to HCD.

Administers the purchase card program, the recording and control of commitments, obligations, invoicing and payables according to the Library of Congress Regulations (LCRs) and Library of Congress Federal Acquisitions Regulations (LCFAR). 

Initiates commitments and obligations within the Library Financial systems per approved acquisition plans deadlines collaborating with the Financial Services Directorate (FSD). Facilitates accounts payable functions by approving invoices for payment, verifying accounting data for accuracy of appropriation funding, verifying payment history, and responding to payment inquiries from HCD staff and vendors; contributes in overall budget formulation functions by gathering and organizing information on account from the Library's automated financial and procurement systems into various ad hoc and standard report formats, and performing research contributing to the development of detailed budget analyses, recurring and ad hoc financial reports and other related documents, and oral presentations.

Determines actions required to improve operating efficiency, ensure and maintain the integrity of financial and accounting information. Prepares memos, spreadsheets statements and reports containing essential financial information such as expenditures, reconciliations, and transactional data. . Performs audits, studies, or reviews to determine reliability and accuracy of accounting reports, processed transactions, and/or financial statements. Reviews, validates, reconciles and approves data and transactions entered into financial and/or subsystems. Performs reconciliations of financial data transferred through interfaces and posted to the financial management system. 

The incumbent manages planning and coordinating a wide variety of administrative support activities for HCD according to the Library of Congress Regulations (LCRs) and the National Finance Center (NFC) procedures. The incumbent reports to Chief Human Capital Officer (CHCO), coordinating with HCD management, other HCD administrative staff, and HCD staff.  Assists in the resolution of HCD program or administrative issues or problems by applying knowledge of HCD procedures, priorities, goals, and objectives and identifying methods and techniques to increase effectiveness and efficiency of operations and ensure the economical and efficient use of equipment and other property.

Performs a wide range of duties in providing and coordinating administrative support for HCD, which includes, however is not limited to: Administer onboarding and separation activities for HCD and contractor staff. Request identification badges for HCD staff and contractors, providing required information and documentation to the Library's Personnel Security Office to facilitate staff background investigations, maintaining databases, utilizing the Solutions Business Manager (SBM) applications, of HCD staff and contractors, and performing reconciliation of these databases with other HCD and Library records.

Serves as principal advisor to HCD on all administrative management matters associated with programs and operations. Author and contribute to developing and implementing administrative management policies and procedures. Provides interpretation for many different and unrelated program processes and methods. Performs as the expert on administrative policies and requirements for the HCD Directorate. Makes recommendations for new or revised administrative policies and procedures and ensures that these are documented in an HCD policies and procedures manual.

Performs other duties as assigned.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of administrative principles and practices in a Federal Agency. **

Ability to perform administrative management functions for an organization including human resources, budgeting/finance, and contracting/procurement.**

Knowledge of financial and procurement administrative practices and procedures. **

Ability to utilize computer technology and applications.

Ability to interact collaboratively with others exercising judgment and discretion in order to provide liaison services.

Ability to communicate effectively other than in writing.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
