Summary

This position is in the Governance and Compliance Service at the Veteran Affairs Medical Center in Dayton, Ohio. The position reports to the Chief, Governance and Compliance. This position involves taking on significant administrative responsibilities, managing complex coordination efforts, and ensuring the confidentiality of sensitive information in support of the Medical Center's mission. This is a detail not to exceed 120 days. To accept the detail you must have supervisory approval.

Help

The incumbent tracks and distributes the facility's suspense's in accordance with the instructions provided by the VISN or locally by a Service Chief or Administrative Officer and ensures timely submission of responses. The incumbent acts as a liaison between services if a suspense requires coordination. Incumbent reviews the suspense responses to ensure the response is complete. Additionally, the incumbent is responsible for reviewing and entering the facility's Issue Briefs in the Enterprise Issue Reporting System (EIRS) in a timely manner. The incumbent also maintains Issue Briefs in EIRS for the Medical Center including providing follow up response to inquiries and providing updates when available.

This expertise may also be utilized in communicating with VISN and VHA authorities, or Congressional and public stakeholders. Gives advice and instructions to subordinate offices to obtain a higher degree of compliance with policies and regulations. Assumes responsibility for ensuring that requests for action or information are made known to responsible staff who can satisfy the request. Monitors resulting activities for the purpose of briefing the Chief, Governance and Compliance. Advises the Chief, Governance and Compliance about important office issues arising, and brings significant items in reports, files, and correspondence to the supervisor's attention. Ensures that information released complies with appropriate Department of Veterans Affairs and Medical Center Policies.

Manages and coordinates online communication tools such as assigned intranet websites (I.e. Publications), and internal SharePoint website collection for Governance and Compliance. Compiles works with management and union representative to review, investigate, and recommend solutions to labor related issues. Maintains close liaison with HR staff and refers complex requests to the appropriate HR department with prior approval from the Chief, Governance and Compliance. Provides administrative support on HR related documents: Organizational Charts, 6-Part folders, position descriptions, SF-52 (Request for Personnel Action) forms, awards, memorandums.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/21/2025.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
  • Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
  • In addition to meeting the TIG and IOR you must also meet the grade requirements below:You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS -11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
    • (1) Missions, organizations, programs, and requirements of health care delivery systems;
    • (2) Regulations and standards of various regulatory and credentialing groups; and
    • (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with health care system administration and finance services to solve problems in support of policy compliance and program/operational functions; experience with disbursement agreement (DA) administration used for payment of salary and benefit; and completing record data analysis to determine potential or actual fraud, waste and abuse, and to recommend redistribution of resources.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary and in an office setting.
