Help

Duties include but are not limited to:

Performs work planning responsibilities: Plan use of subordinate workers, equipment, facilities, materials, and tools on a day-to-day, project-by-project, a week-to-week, or month-to month basis. Follows customary work cycles and sequences in planning work assignments. Establish deadlines, priorities, and work sequences, and plan work assignments based on general work schedules, methods, and policies set by higher level supervisors. Recommend changes to schedules, priorities, and work sequences as necessary and make deviations in procedures or redirect sources under their control to overcome problems such as equipment failure, material delays, or unplanned absences.

Performs work responsibilities: Assign work to individuals and provide technical direction and/or help in accomplishing difficult work steps and processes. Observe work in progress to anticipate and resolve problems, reassign personnel within group supervised, and coordinate work among workers and other supervisors to maintain work progress to meet schedules. Inspect completed work for quality and work order requirements. Investigate work related problems such as excessive costs or low productivity and determine causes.

Performance of Contracting Officer Representative (COR) Responsibilities: The incumbent may be assigned as the COR for one or more contracts, such as the Grounds Maintenance contracts at the Dallas VAMC, Grand Prairie OPC and Garland OPC. The work performed by these contracts requires daily performance check to ensure proper administration of these contracts.

Performs Administration Responsibilities: Support and explain management programs to their subordinates. Plan and establish overall leave schedule and/or assist higher-level supervisors in planning overall leave schedules. Participates with employees in the development of performance plans and recommends them to supervisors. Recommends appropriate recognition and corrective action, as needed, in performance management. Set performance standards, make formal appraisals of subordinate work performance, and/or recommends performance rating in accordance with regulations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2025.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

COMPETENCIES:

  • Knowledge of Equipment Assembly, Installation, Repair, etc.
  • Technical Practices (theoretical, precise, artistic)
  • Use of Measuring Instruments
  • Ability To Interpret Instructions, Specification, etc. (includes blueprinting reading)
  • Ability To Use and Maintain Tools and Equipment
  • Knowledge of Materials

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: Heavy lifting, 45 pounds and over; Moderate carrying, 15-44 pounds; Pulling hand over hand; Pushing; Reaching above shoulder; Use of fingers; Both hands required; Walking (4-8 hour); Standing (4-8 hour).
