Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

This position is located in the Rules and Regulations Group (AJV-P2), within the Policy Directorate (AJV-P), in Mission Support Services (AJV-0).

Duties

Help

Directs the work of subordinate employees and managers for more than one organizational unit/program within AJV. Applies advanced knowledge of the technical aspect of the work directly, as it relates to air traffic control procedures and operations. When necessary, provides management and direction in developing, recommending, and issuing notices of proposed rule-making and final rules for controlling air traffic within the United States and its territories. Possesses knowledge of the Administrative Procedures Act and administrative law for airspace allocation. Oversees the formulation of air traffic environmental policy for the ATO, ensuring compliance with FAA policy and the National Environmental Policy Act (NEPA). Directs the development and implementation of air traffic policy and procedures for integration of unmanned aircraft systems (UAS) into the NAS.

Performs supervisory responsibilities, which include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Programs.

Uses advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of AJV. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. This includes managing the budget, allocating or reallocating resources among organizational programs and requests for needed additional resources. Projects short and long-term future needs and prepares justifications to support resource requirements.

Contacts are primarily within the AJV-P2, AJV and the ATO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. May have frequent contact with the aviation industry, customers, other government entities, and other external parties to interpret policies/procedures or for project/program purposes, relating to the delivery of air traffic services. He/she is authorized to make commitments for subordinate organizational units, within guidelines.

Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

Individual and organizational performance is reviewed on a periodic basis by higher-level management and usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the short term objectives of Mission Support Services. The Group’s work directly affects the Mission Support Services Service Unit, the ATO, and the FAA.

Qualifications

To qualify for the position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the (FV-J or FG/GS-14). This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

  • Experience with the National Airspace System operations, airspace, procedures, processes, and automation systems.
  • Experience with rule-making and the application of the Administrative Procedures Act, and administrative law for airspace allocation.

Experience in a military or civilian air traffic facility that demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.
