  • Plans work to be accomplished by staff, sets priorities, and prepares schedules for completion of work; assigns work to staff based on priorities.
  • Provides strategic, long-range business planning for the implementation of programs, and for developing cross-component business plans to ensure all independent dispute resolution (IDR) process requirements are addressed.
  • Reviews, analyzes, and evaluates pertinent aspects of program areas and consults with CCIIO, CMS, HHS, and federal agency key management officials to ensure a comprehensive approach toward implementing federal IDR programs.
  • Manages the review of related policies and procedures developed by other components to ensure consistency, provide technical assistance, and assess the impact on NSA-related programs, such as the federal IDR processes.
  • Consults and advises the Consumer Support Group Director and Deputy Director on policies, procedures, and critical issues that have a major impact on the implementation of federal IDR programs.

In order to qualify for the GS-15 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Developing and/or analyzing policies related to programs under the Affordable Care Act (ACA) and/or the No Surprises Act (NSA), for example, the federal Independent Dispute Resolution (IDR) process;
2) Advising leadership on critical issues that may impact policy implementation or business planning; AND
3) Leading a project or team by overseeing the progress of team projects or other work assignments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Workplace Flexibility at CMS: This position has a regular full-time in-person reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate with alternative work schedules at the manager's discretion.
