  • Physical - Effort: Duties require prolonged standing, walking, stooping, bending, stretching, reaching above the shoulder, and climbing. A moderate amount of hand, wrist, and arm movements is involved.
  • Physical - Effort: Duties require Moderate lifting is required for objects weighing up to 80 pounds. Incumbent is required to have good eye-hand coordination and proficient vision.
  • Working Conditions: Duties are performed in a well-lighted, heated and ventilated area.
  • Working Conditions: The incumbent is exposed to low frequency noise generated by bindery equipment. The work is performed indoors, with no exposure to excessive heat or cold.

To qualify for the position, you must meet the following requirements: Applicants must have experience and/or training of sufficient scope and quality to independently perform the duties typically required of a Carpenter Leader. These duties require skill in

Applicants must meet the following Screen-Out element: THE ABILITY TO LEAD OR SUPERVISE AS A CARPENTER LEADER, Job Element 73: to be considered for this position. Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the online questionnaire. If your knowledge and ability in the SCREEN OUT ELEMENT below is not sufficient, you will receive no further consideration. The screen-out element for this position typically involves the following duties: These duties include: 1) Using initiative and judgement to accomplish work assignments given by by foreperson or supervisors to accomplish work assignments, 2) laying out the work for a section or shop, 3) determining materials and equipment needs while planning, developing or accomplishing a wide range of work sequences, 4) guiding, supporting and providing leadership to a team of subordinates and 5) performing basic repairs to complex projects with minimal supervision.

In addition to the requirements above, GPO employees competing under merit promotion procedures must meet all of the following criteria in accordance with Federal Merit Promotion Plan, GPO Instruction 615.2C (Appendix B): 1. Have completed a formal, recognized apprenticeship or GPO journeyperson training program, or possess substantially equivalent practical experience in the trade of the vacancy; AND 2. Have at least 1 year of journeyperson experience subsequent to completion of the above apprenticeship or training; AND 3. Have served a minimum of 1 year in Career or Career-Conditional appointment at GPO.
4. Have served at least 1 year in an administrative or supervisory capacity.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education in lieu of specialized experience may not be used for experience.for this grade level.

Background Investigation:

For a Suitability: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Suitability background investigation. To meet those standards, all selected applicants must undergo and successfully complete a background for a Suitability investigation. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as criminal offenses and illegal use or possession of drugs; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
