This position is located at Department of Commerce OIG, Office of Administration. As a Chief Financial Officer, you will perform the following duties.

  • Provide vision, direction, and coordination across the relevant organizational lines as well as act as a spokesperson for Commerce OIG on administrative and financial activities including performing all functions required as the Chief Financial Officer of the OIG.
  • Lead the OIG Budget proposal and justification efforts through development and oversight of programs and processes that ensure robust development of budget formulation strategies and monitoring of budget execution to achieve complete compliance with applicable laws and regulations as well as internal and external policies.
  • Develop and implements policies and procedures to manage operations, address anomalies and eliminate/mitigate risk of future non-compliance.
  • Prepare and present program and budget briefings in all budgetary phases to senior officials.
  • Represent the OIG at budget reviews and hearings; present OIG's position and defends program and budget requirements to visiting Federal government officials and budget examiners.
  • Represent OIG on financial matters at higher level conferences and meetings with representatives of Congress, OMB, Depatment of Commerce, other Federal agencies.
  • Oversee accurate allocation of costs among budget accounts and evaluates proposals for reprogramming of funds, advising managers and OIG leadership on all appropriate compliance measures and ensuring that approved transfers of budget authority between budget accounts is consistent with reprogramming regulations.
  • Review OIG budget submissions in terms of balance of resources by guiding the development and execution of the OIG's budget including recommending, controlling and evaluating the distribution of personnel and funds; continuity with OIG budget/program objectives and goals; impact on budgets/programs throughout OIG components. Devise, assess, approve and/or recommend OIG strategies for presentation and justification of budgets to higher levels of budgetary review.
  • Oversee review of subsequent Congressional, OMB, and DOC budgetary decisions to determine their impact on all OIG budgets and programs.
  • Analyze, interpret, and summarize the significance of financial information, reports and systems to the Inspector General and senior management.
  • Ensure the establishment and maintenance of financial management procedures to preclude statutory and regulatory violations.

Qualifications

Applicants MUST fully demonstrate all the following for the GS-15 level to be considered. Your resume must explicitly indicate how you meet these qualifications.

To qualify for the GS-15 level, you must possess at least one full year of specialized experience equivalent to the GS-14 level, performing all of the following:

  • Develop and defend operating budgets for an office consisting of multiple operating units.
  • Execute annual operating budgets for an office consisting of multiple operating units.
  • Develop budget forecasts/projections (e.g., payroll costs, run-out dates, and carryover balances) with data from reports you created or customized.
  • Prepare and present budget briefings and programs for senior officials, OMB, and congressional appropriations staff.
  • Prepare or review budget materials including Apportionment Requests (SF-132s), and Budget Exhibits and documents supporting Congressional Budget Requests.
  • Maintain assurance by conducting vulnerability assessments and perform periodic reviews of existing internal controls for effectiveness and regulatory compliance.
