As a HR Officer (MILITARY), GS-0201-12, you will:

This position is located at an Air National Guard (ANG) Wing, Mission Support Group, Force Support Squadron. The primary purpose of this position is to direct, manage, administer, and plan Force Support Programs for the wing and geographically separated units (GSU). The incumbent serves as the principle staff officer and chief advisor to the Wing Commander, Group Commanders, Director of Staff, and the Assistant Adjutant General for Air (A/TAG) for all matters pertaining to the administration of Force Support programs which include: Recruiting and Retention, Installation Personnel Readiness, Commander's Support Staff (CSS), Officer Personnel Management, Enlisted Personnel Management, Civilian Personnel and Active Guard Reserve Programs, Personnel Systems Management, Military Personnel Section, Force Management, Career Development, Force Development, Airman and Family Readiness, Honor Guard Program, Mortuary/Casualty Affairs, Fatality Search and Recovery, Food Operations, Lodging, Fitness, Recreation, and Private Organizations, Non-Appropriated Funds (NAF) and Special Morale & Welfare Funds. The incumbent supervises a work force consisting of Federal, Military, Civilian, and contracted personnel involved in plans, procedures, and operations affecting life cycle management of personnel and base operating support for federal, state, and local missions.

  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work other than normal duty hours; comp-time or overtime may be required.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

MILITARY REQUIREMENTS: Service members in the rank of 2d Lt to Lt Col are eligible to apply. Military grade inversion within the full-time work force is not permitted. The military grade of the full-time supervisor must equal or exceed the military grade of personnel supervised.

GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Parenthetical titles may be used with the basic title of the position to further identify the duties and responsibilities performed and the special knowledge and skills needed. For all positions, 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

SUPERVISORY SPECIALIZED EXPERIENCE:

Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training.
  • Knowledge to direct, plan, organize, and oversee all support services activities of the Force Support Squadron (FSS) to supported organizational units.
  • Knowledge to solve complex force management and force support problems and advise senior leadership on solutions to force management and force support issues impacting their organizations.
  • Skill to direct force support activities within the Wing to include Personnel, Commander's Support Staff, Base Contingency Operations, Food Services, Mortuary & Casualty Operations, Morale, Welfare and Recreation, Fitness, Family Readiness, Force Development, Personnel Readiness, Postal and Honor Guard.
  • Skill to advise and provide counsel to employees regarding policies, procedures, and directives of management.

MILITARY INCENTIVES:

Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
