This is an indefinite position that may convert to permanent without further competition.

JOB SUMMARY: The primary purpose of this position is to serve as a team member and advisor on Family Program issues, assist in the development, planning, implementing, and administering the Family Program concerning family and quality of life issues.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.

The major duties include, but are not limited to:

  • Serves as an advisor on quality of life and Family Program matters for National Guard and reserve members with the goal of maximizing retention and readiness.
  • Assists in planning, maintaining, and updating an ongoing system of information and referral for use by the military community.
  • Receives and maintains volunteer hours contributed; supports Family Readiness Groups; designs and conducts training programs for volunteers; and designs and conducts volunteer recognition activities.
  • Serves as representative at conferences and meetings on quality of life and Family Program matters.
  • Plans and coordinates mobilization processes for pre-deployment, deployment, and post-deployment issues.

  • Must meet Compatible Military Assignment within one year from placement.
  • Wear of the military uniform is mandatory.

  • Must be able to obtain and maintain a secret security clearance.
  • Must possess a valid state drivers license.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following:

  • Experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information.
  • Experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled.
  • Experience demonstrating a thorough knowledge and understanding of administrative procedures and practices of management.
  • Experience developing administrative procedures.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of the principles, policies, program goals and methodology of the National Guard quality of life programs, including factors that affect work and leisure environments, to administer a program that provides information about individual and family social problems and referral to social service programs and agencies, information about National Guard assistance programs, to gather and analyze information on problems and difficulties of obtaining assistance using the current system, to provide programs that address such problems, and to recommend action to improve the system.
  • Ability to provide briefings and training to staff and units to obtain their support of the program.
  • Ability to establish and manage a volunteer program, including recruiting, developing and maintaining a list of organizations that can utilize volunteers, maintaining records of volunteer contributions, and establishing a system for recognizing the contributions.
  • Skill in establishing and maintaining effective working relationships using tact and diplomacy in interacting with individuals/families and program support representatives.
  • Skill in using various computer software database, spreadsheet and word processing.
  • Ability to collect, evaluate, and disseminate information and assess strengths, weaknesses, and needs of serviced population in order to establish program goals, objectives, and procedures.
  • Ability to communicate effectively both orally and in writing.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

UNIT OF ASSIGNMENT: Any unit within the state

SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.

No substitution of education for specialized experience.

Additional information

Primary Change of Station (PCS) relocation expenses will NOT be paid.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies:

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
