Duties

Help
  • You will serve as a Policy and E-Business Branch Supervisor assigned to the Contracts Directorate of the Naval Information Warfare Systems Command (NAVWAR).
  • You will regularly interface with an array of customers to assess prospective workload in terms of the need for new and/or revised policies, procedures, templates, guides, and new e-business tools.
  • You will ensure that the Command’s contracting policies and procedures are in compliance with Federal, Defense, and Navy/Marine Corps regulations, policies, and guides.
  • You will manage, maintain, and modernize the Directorate’s E-Business Systems, ensuring compliance with associated risk management frameworks, cyber-security standards and protocols, and management controls to remain FIAR audit-ready.
  • You will assess contract actions assigned to Procurement Contracting Officers and Contract Specialists to ensure requisite levels of regulatory compliance and quality standards.
  • You will lead the Directorate’s Procurement Performance Management Assessment Program (PPMAP) reviews.
  • You will champion and implement continuous process improvement initiatives adopted across the department sharing best practices and advocate for policy and procedure changes to improve overall contracting outcomes.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing guidance to contract specialists and program/customer personnel in planning, negotiating, and administering contracts; providing contract support for Major Acquisition Programs (Acquisition Category (ACAT) I programs); and awarding and administering contracts and obligating funds by exercising a Contracting Officer's warrant.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

  1. A 4-year course of study leading to a bachelor's degree with a major in any field;

    or

  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

The salary range shown above is capped equivalent to GS-15, Step 10 (San Diego, CA $195,200). Per the IAW NEW Ech II Compensation Model, this position is a DP-04, Tier 1, with a control point of GS-15, Step 10. Base salary range is $106,382 - $162,672 (2025 Rates). The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (Tier 1), the total adjusted salary may be capped at GS-15 adjusted pay of $195,200 for the duty station listed above.

This position is eligible for ad-hoc/situational telework at the discretion of management.

Certain incentives (such as Recruitment, Relocation) may be authorized to eligible selectees.

Relocation incentives as described in 5 USC 5743 may be authorized in accordance with applicable regulations. PCS is not authorized.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
