Duties

Help
  • You will serve as an Installation Emergency Response Dispatcher.
  • You will serve as the key point of contact between field personnel, station management and representatives of other public safety agencies during emergency response operations or assignments.
  • You will receive emergency and non-emergency requests by telephone, mobile radio calls, mobile data computers or automatic alarms throughout the Navy Installation.
  • You will determine the response agency and services to be rendered based on the nature of the emergency in accordance with established guidelines.
  • You will operate a variety of communications equipment such as Computer Aided Dispatch (CAD), emergency radios, Enhanced-911 (E-911) Enterprise Land Mobile Radio (ELMR), and Telecommunication Devices for the Deaf (TDD).
  • You will receive, analyze and disseminate information from an unlimited number of contacts for many purposes, including but not limited to calls of distress, requests for non-emergency assistance and informational inquiries
  • You will maintain communications with on-duty Public Safety personnel in accordance with established procedures, informs them of duty changes, irregularities, and other information.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-6) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  1. Operating Computer Aided Dispatch (CAD) System, emergency radios, Enhanced 911 (E-911) Enterprise Land Mobile Radio (ELMR), Telecommunication Devices for the Deaf (TDD), and computers with general and specialized software common to dispatching occupation.
  2. Dispatching emergency services to the scene of emergencies based on the capacity of the personnel and apparatus being dispatched.
  3. Obtaining accurate and detailed information during stressful situations from a distraught caller to determine what resources will be required to be dispatched for that situation.
  4. Providing information and initiating directions to incoming callers regarding various emergency first aid techniques (i.e. Cardiopulmonary resuscitation [CPR], the Heimlich maneuver, opening airway, controlling breathing and etc.)

Travel is dependent upon position description and availability of funding.

OTHER CONDITIONS OF EMPLOYMENT:

1. Ability to work 12 hour shifts rotating from day or night including holidays and weekends to facilitate required manning 24 hours a day, 365 days a year.
2. Ability to obtain and maintain Emergency Telecommunicator Certification through IAED course within 6 months after appointment.
3. Ability to obtain and maintain Emergency Medical Dispatch Certification through IEAD within 6 months after appointment.
4. Ability to successfully complete LDC Training program to include classroom and OJT within 6 months after appointment.
5. Ability to communicate clearly and calmly while determining the correct response and services needed in response to emergency and non-emergency calls for service.
6. Ability to type based on auditory input from radio transmissions and telephone conversation at a speed allowing for dispatch within 120 seconds 80% of the time.
7. Ability to maintain proper radio communications in accordance with established procedures as necessary to ensure accurate timely, effective dispatch and coordination of emergency response units.
8. Ability to determine significant facts and guide caller/victim through a variety of emergency first aid techniques including Cardiopulmonary Resuscitation, the Heimlich maneuver, opening an airway, bleeding control and emergency childbirth based on adherence to protocols.
9. Ability to monitor and authenticate fire and security alarms and utilize computer database to verify access to controlled areas.
10. Ability to accurately produce and maintain logs and reports utilizing Computer Aided Dispatch (CAD) system to track responder location and status, alarm testing, building access, and other required information based on Standard Operating Procedures (SOP).
11. Ability to obtain and maintain a secret security clearance.
12. Ability to read a map and use GIS systems to assist in locating incidents.
13. Ability to process multiple requests for emergency services simultaneously without direct supervision and communicate the required information to responding units clearly and concisely.
14. Ability to handle high-stress emergency conditions during active calls while maintaining adherence to customer service standards and agency policy.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.
