Help

The Administrative Office of the U.S. Courts (AO), Office of Audit is seeking an experienced senior-level Auditor to join its team.

The Auditor develops and executes a broad range of audit activities and works with senior Judiciary officials and audit contractors in developing, executing, and improving Judiciary audit activities. This position reports to the Audit Officer.

The duties of this position include, but are not limited to:

  1. Planning and executing audits of the federal courts, court units, and federal public defender offices in accordance with the AO audit program.
  2. Conducting compliance, and financial-related performance audits of agency programs, contracts, and operations; and communicating the results orally and in writing, including written reports and related materials.
  3. Providing expert guidance on internal controls and audits activities to AO management officials and the courts, court units, and federal public defender offices.
  4. Conducting meetings to discuss audit scope, audit areas of concern, audit findings, internal control requirements, and best practices.
  5. Planning, coordinating, and conducting comprehensive audits consisting of examination of complex financial records, financial and management reports, management controls, and policies and practices affecting the financial condition and operating results of automated processing systems.
  6. Assisting in the development of audit programs and procedures, gathering and analyzing evidence, writing clear and concise audit reports, making constructive recommendations for improvements, and coordinating on audit issues with management.
  7. Performing internal control, compliance, and substantive audit procedures in accordance with planned audit objectives and relevant criteria.
  8. Reviewing and evaluating internal controls, policies, and procedures to determine the effectiveness of controls and efficiency of operations.
  9. Participating in conferences with responsible officials and discussing audit findings and recommendations.
  10. Assisting in the development and deployment of the of the Office of Audit's risk-based approach to auditing.
  11. Documenting all audit phases using the Office of Audit's workflow software, Teammate.
  12. Providing oversight or contracting officer representative's duties of Chapter 13 and bankruptcy debtor and cyclical court audits performed by contract auditors.
  13. Providing technical assistance to ensure quality controls standards are met, and audits comply with Government Auditing Standards and Office of Audit policies.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas as defined below:

  • Planning, coordinating, and conducting comprehensive audits consisting of complex financial and management reports, management controls, policies, and practices.
  • Conducting financial and performance audits of programs, contracts, and operations.
  • Assisting in the development of audit programs and procedures, gathering and analyzing evidence, and writing clear and concise audit reports.

Education

Basic Qualifications: Applicants must meet ONE of the qualification requirements (A, B, or C) as described below:

(A) Degree in an accounting or in a related field such as business administration, finance, or public administration that includes or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. TRANSCRIPT REQUIRED

(B) A combination of education and experience; at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge and included at least one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or a certificate as certified public accountant or a certified internal auditor, obtained through written examination. TRANSCRIPT REQUIRED

(C) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
