As a Veterinary Medical Officer(VMO)within the DHS Office of Health Security (OHS), you will play a critical role in protecting public health, ensuring food safety, and mitigating zoonotic disease risks that could impact DHS personnel, operations, and mission-critical animals (e.g., working dogs). This 1-year non-reimbursable detail supports biosecurity, food alerts, emergency preparedness, and interagency coordination to strengthen the DHS Working Animal Program against threats. This position is eligible for ad-hoc/situational telework at the discretion of management.

Qualifications

Qualifications required:

  1. A position in the Office of Health Security (OHS), Total Workforce Protection Directorate (TWPD), Health & Medical Readiness Division (HMRD). For a one-year detail, with possibility of extension. Primary Responsibilities:
  2. Assist with data collection and input for the Working Animal Veterinary Medical Matrix /Crosswalk:
  3. This tool aligns best practices for working canine and equine programs across federal and state agencies. It will support in developing Animal Health and Welfare Criteria for DHS operational animals.
  4. Assist in emergency response operations related to animal disease outbreaks, including quarantine measures and mitigation strategies.
  5. Attend meetings with DHS Components, the Canine and Equine Governance Board (CEGB), and other entities that have or assist Working Animal Programs.
  6. Research and compile health issues and topics that may impact working animal force
  7. Update and maintain organizational charts, directories, and contact lists.
  8. Communicate effectively with team members and Components, both verbally and in writing.
  9. Monitor and analyze veterinary and public health data to support the Senior Veterinarian in developing policies and regulations.
  10. Foster working relationships with internal and external stakeholders.
  11. Assist in developing and enforcing veterinary protocols for disease prevention, vaccination, and treatment of DHS working animals.
  12. Contribute to health risk assessments for DHS personnel working with or near operational animals.
  13. Administrative & Program Support Duties:
  14. Perform general office duties such as filing, document management, and TWPD veterinary files organization.
  15. Assist in the preparation of reports, presentations, coordinating meetings, and correspondence for senior leadership.
  16. Assist with coordinating travel arrangements and working animal visits.
  17. Assist with correspondence, emails, and other administrative tasks as needed.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
