This position is responsible for planning, conducting, and reporting on audits of Library of Congress programs and operations, and for assisting the Assistant Inspector General for Audits in managing other auditors' work.

The auditor will require access to information or systems that store information related to Congress, Library programs, and administrative functions of the Library. The auditor may be required to perform duties or conduct or oversee audits or other reviews related to or view data through such systems, which may include Fedlink, CRS, and financial and personnel systems. The auditor will also have general access to material that supports these systems. The auditor may require access to information regarding the physical security of Library facilities through such offices as the Office of Security and Emergency Preparedness. These reviews could involve accessing classified files or systems or attending briefings where classified information is discussed.

Determines priorities, objectives, and staff requirements needed to perform evaluations and other studies. Allocates staff resources, articulates and communicates to auditors or teams the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and time frames for completion.

Identifies, distributes, and balances workload and tasks among employees in accordance with established workflows, skill levels, and/or occupational specializations. Makes any adjustments needed to rebalance the workload in accordance with established priorities to ensure timely accomplishment of assigned auditor or team tasks; and ensures each employee has a primary role in developing the final team product. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see Page 2 of 9 that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor. Ensures all team members are aware of and participate in planning for achievement of team goals and objectives. Edits and proofreads reports and other written products of others for compliance with office writing policy and standards.

Performs human resource management functions such as resolving complaints of employees and referring others, such as formal grievances and appeals, to the appropriate management official; informing employees of available services, and work-related activities; informing the IG of performance management issues/problems and recommending/requesting related positive or adverse actions; completes and delivers the performance appraisals of team members.

Provides guidance and direction to teams in specialty areas such as quality assurance reviews and studies of significant complexity and scope. Provides expert technical advice to auditors in applying OIG policy and auditing standards.

Serves as lead auditor, heading individual and concurrent audits, surveys, and evaluations. Directs and administers audits that are broad in scope, of national significance, and that cover wide geographic areas for the Library of Congress. Audits cover all major performance management aspects of agency programs. Develops and presents findings that are critical for annual and long-range planning of agency functions and influence agency policies and legislative proposals.

Directs, administers, or conducts special reviews or surveys of marked importance that significantly practices impact the audit program and lead to major modifications or important extensions of current auditing, and resolve key issues, such as audits addressing unprecedented matters such as conflicting funding priorities, and economic interests for Library programs. Advises on audit trends and broad program weaknesses that need to be considered in assessing review and survey information for those kinds of programs. Serves as a technical expert for a wide variety of broad management, program, or operational audit assignments requiring integrated analysis of a number of different functional areas, including financial operations. For example, performs complicated trend analyses of significant findings that cross functions, and develops attendant policy recommendations to achieve desired results.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to supervise and lead a diverse workforce.**

Knowledge of government and other auditing standards.**

Ability to direct and administer audits, surveys, and examinations.**

Ability to write and/or edit reports.

Ability to plan, organize, and execute work.

Ability to communicate effectively other than in writing.

Education

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

or

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Foreign Education – Education completed outside the U.S. must be deemed equivalent to conventional/accredited U.S. education programs to be acceptable for Federal employment. If your college/university is outside the U.S., your transcripts must be accompanied by a report from a credential evaluation service that is a member of the National Association of Credential Evaluation Services (NACES) or the Association of International Credentials Evaluators (AICE). Failure to submit a foreign education evaluation report will result in disqualification of your application.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.

Probationary periods served at other Federal agencies do not count toward this requirement.

The Library of Congress may offer repayment for all or part of federally insured student loans. However, not all service units within the Library of Congress participates in the repayment of federally insured student loans.
