Duties

Help

MAJOR DUTIES:
Performs financial management duties for assigned resort/hospitality activities by designing, establishing, and maintaining the administration of an integrated financial management system. Reviews and interprets budget guidance for consolidating estimates and develops instructions based on the new guidance. Evaluates financial statements and consolidated financial reports of assigned operations to include budget variance analyses, CPMC execution, and cash flow. Performs analyses of financial operations to evaluate performance. The financial analyses for each activity will include trends across all departments, such as labor costs and productivity, sales, all elements of expense, and all relevant financial ratios. Directs the development of internal standardized reports so that assigned activities are using the same yardsticks on external presentations, type, number, and content consistent with adequate management controls. Conducts cost and economic analyses, efficiency studies, and organizational functional analyses.

Overseas, the development of systems for recording, classifying, and summarizing various financial information. Is responsible for the overall operations of the PMS (Opera) to ensure parity of procedures throughout, and monitors and reports on internal controls, work processes, audits, and prepares forecasts. Coordinates budget requests and analyzes operational results. Applies accounting concepts when rendering financial guidance to managers and division chiefs. Provides guidance, direction, and recommends changes to the general managers on improving the financial conditions, which when implemented, will result in financial improvement of the respective activity. Prepares briefings and studies as required. Supervises assigned staff.

Qualifications

QUALIFICATION REQUIREMENTS:
Experience that demonstrates the ability to perform the duties described above using the theories, principles, practices, and techniques of generally Accepted Accounting Principles (GAAP), and experience in the internal review or auditing field is required as a minimum. Documented experience must have been equivalent in complexity and difficulty to the next lower grade/level.

Highly qualified candidates will possess all the requirements listed above to include a Bachelor's degree with a major in a business discipline, i.e., accounting, financial management or hospitality and three (3) years of financial management or accounting experience at the GS 11/12 or NF4 (or equivalent) level.
