The Supervisory Air Traffic Control Specialist, serves as the Supervisory Air Traffic Security Coordinator (ATSC). Directs the work of subordinate employees and/or managers for more than one organizational unit/project/program within a major subdivision. Applies advanced technical knowledge of air traffic control procedures and requirements, as related to the work of the team. Applies advanced technical knowledge of aviation security and military operations to national security and operational events and or issues.
Provides training, coaching and guidance to subordinates and facilitates team building throughout the unit on activities such as active security measures and associated adjustments in the National Airspace System (NAS), the development and implementation of national security measures while directing modifications as necessary, and monitoring and analyzing active security measures, optimizing timely coordination to ensure minimal impact to the NAS occurred. Has the authority to make commitments for subordinate organizational units, within guidelines, as it relates to alternate security measures when national initiatives are not appropriate or sufficient. Reviews operational security initiatives and provide input to the Manager, Tactical Operations, System Operations Security.
Integrates support resources with operational needs to maintain real-time coordination for prohibited area access and the monitoring of special interest flights identified by the Federal Aviation Administration (FAA), the Department of Defense, Department of State or other national security agencies. This includes management of presidential airspace security initiatives and the real-time coordination of the President of the United States (POTUS), Vice President of the United States (VPOTUS), First Lady of the United States (FLOTUS), or United States Secret Service (USSS) supported VIP movements. Measures organizational performance, consistently reviews work processes to ensure they align with the agency's mission and operational needs, adds value to partner services, and ensures efficient achievement of goals.
Develops, coordinates, and executes detailed plans for the security of air traffic and air navigation aids, to include managing the coordination of Continuity of Operations (COOP)/Continuity of Government (COG) initiatives. Participates in the NAS operations involving COOP/COG activities and directs the tactical coordination of classified operations in the NAS, serving as the final authority regarding classified operations in the NAS.
Performs managerial functions, such as assigning tasks and responsibilities; planning; setting priorities; communicating the organization's vision and objectives; monitoring and evaluating performance; ensures equality of performance standards and rating; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Applies advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Provides advice on work and on administrative matters. Identifies and arranges for developmental and other training needs of subordinates. Makes decisions on work problems presented by subordinates, to include hearing and resolving group grievances and serious employee complaints; and recommends/approves selections and transfers, as well as recommends/approves awards.
Manages and guides ATSC team on interdiction issues and law enforcement air operations in order to ensure compliance with air traffic control plans, policies and procedures. Provides advice regarding operational capabilities and limitations of the FAA. Addresses air traffic control procedures to effectively accomplish the global mission, both in peacetime training and actual tactical operations incident to war or threats of war.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
