Duties

Help
  • You will administer and/or evaluate an explosives safety program to oversee the safe and efficient handling, storage, transportation, disposal, and/or treatment of explosives.
  • You will advise others on explosives safety standards, practices, and/or procedures to minimize potential safety hazards.
  • You will mentor personnel to meet policy and regulations requirements for explosives safety qualifications and certification.
  • You will collect and/or review mishap data to recommend ways for reducing or eliminating explosive mishaps.
  • You will communicate orally with command officers, department heads, division leaders, and the Executive Director to provide advisory services.
  • You will prepare written inspection results to document and maintain record of deficiencies and corrective actions and verify corrective actions are being taken.

Qualifications

GS-09:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Ensuring compliance with explosives safety policy and regulations; 2) Conducting periodic explosives safety inspections of facilities, equipment, and operations to determine compliance with safety directives; and 3) Reviewing plans for new construction or building alterations to ensure compliance with safety codes and standards. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, organizing, and providing training on the explosives safety program for the installation; 2) Ensuring compliance with explosives safety policy and regulations; 3) Identifying potential explosives safety hazards/threats and recommending procedures to minimize or eliminate the hazard/threat; 4) Performing periodic/unscheduled inspections of facilities (both explosive handling and non-explosive handling), warehouses, and equipment maintenance operation areas to ensure compliance with explosive safety standards; and 5) Advising others on explosives safety standards, practices, or procedures to minimize potential safety hazards. GS-09 Grade Level:

Have successfully completed a Master's. or equivalent graduate degree.
or

Have successfully completed two full years of progressively higher level graduate education leading to a Master's or equivalent degree.
or

Have successfully completed an LL.B. or J.D. if related to the position.
or
Have a combination of experience and education that when combined, is equivalent to 100% of the qualification requirement.

GS-11 Grade Level:

Have successfully completed a Ph.D. or equivalent doctoral degree.
or
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
or
Have successfully completed an LL.M. if related to the position.
or
Have a combination of experience and education that when combined, is equivalent to 100% of the qualification requirement.

Physical Demand

Work involves limited office time, but incumbent spends a considerable amount of time and effort performing onsite training, inspections, surveys, and assessments of AE operating buildings, AE storage areas, combat aircraft loading/parking areas (CALAs/CAPAs), aerial bombing ranges, air fields, piers and wharfs, and vehicle and industrial shops within the AOR. Assessments and inspections require frequent walking, prolonged standing, and occasional climbing, crouching and kneeling. Incumbent must be able to wear the appropriate personal protective equipment (PPE).

Work Environment

In addition to a normal administrative environment, the incumbent will be required to visit AE storage, handling and transfer areas, assembly, loading and maintenance areas including aircraft loading/down-loading and arming/de-arming areas. The incumbent will may be exposed to mass
detonating, fragmenting, and mass fire hazard producing materials, operating heavy equipment and rotating machinery, dust, fumes, and high noise levels; as well as high heat and , humidity, and extreme cold; such exposures. Duties will require necessitate the use of PPE including
safety shoes, safety glasses or goggles, hearing protection, and hard hats as when required.
