The Duty Station is Fort Sam Houston, TX. You will be expected to physically reside within commuting distance of Fort Sam Houston, TX. Situational telework can be provided for weather-related emergencies, office closures, and other situations where telework serves a compelling Agency need.
Serves as a the primary Level IV and assistant to the Level III GPC Agency/Organization Program Coordinator (A/OPC) for the Army Installation
Management Command, Nonappropriated Fund Contracting Division.
Provides support for the oversight, implementation, and management of the Agency's GPC program. Makes recommendations to the GPC Lead in
providing guidance and direction to subordinate GPC activities. Provides assistance in conducting program analysis and in responding to complex
and non-complex taskers and data calls in a timely manner with concise, current data.
Develops and prepares documents which provide advice and guidance on the Army NAF GPC program in accordance with established policies and
procedures. Functions as a technical expert to provide guidance to Family and Morale, Welfare and Recreation (FMWR) programs and activities on
assigned installations worldwide.
Provides oversight of Billing Official/Card Holder accounts. Responsible for consolidating information on GPC usage; delinquent accounts; and
fraud, waste, and abuse investigations. Establishes, maintains, and terminates GPC accounts; takes remedial actions regarding delinquencies and
other legal and regulatory non-compliance; and provides problem-solving, advisory, and other GPC support.
Coordinates usage of the GPC Card as a payment vehicle on contracts and purchase orders. Serves as the primary liaison between the servicing
bank and the Defense Finance and Accounting Service (DFAS) to resolve issues. Conducts surveillance reviews and provides training for
cardholders and approving officials.
Provides procurement service to contract specialists who are using the purchase cared as a payment vehicle in conjunction with Purchase Orders,
Delivery Orders, and contracts. Reviews regulations, decisions, and other policy-oriented material. Develops interpretive material, forms, and formal
instructions on a variety of topics. Disseminates approved procurement policy and guidance and ensures implementation of that guidance. Prepares
instruction materials for use by cardholders and billing officials.
Prepares GPC status reports and briefings; identifies unfavorable trends based on analysis and implements corrective and preventive measures to
improve performance and accountability.
Performs other related duties as assigned.
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
Basic Qualifications:
1. Must possess experience managing the delivery of a GPC program for an installation or equivalent organization which demonstrates skill in GPC
program coordination, training, monitoring, evaluation and analysis, and providing advisory services.
2. Must also possess experience demonstrating a thorough knowledge of federal contracting laws, technical methods, applicable thresholds, and various types of federal contracts.
3. Must be skilled in verbal and written communications such as preparing formal documents or preparing and delivering training, briefings, or other formal presentations.
4. Must be proficient in using Microsoft Office Suite (Windows, Word, Excel, etc.).
A bachelor's degree with at least 24 semester hours in any combination of the following fields is preferred but not required: Accounting, Business, Contracts, Economics, Finance, Industrial Management, Law, Marketing, Organization and Management, Purchasing, or Quantitative Methods.
