The Aviation Safety Analyst serves as part of the AIR Policy & Standards Division to develop procedures and standards for aspects of WIG craft design, certification, production, airworthiness, and operational integration into maritime and aviation environments. This role coordinates with other FAA lines of business, other agencies, the United States Coast Guard (USCG) and industry to establish working agreements, build consensus, and facilitate issue resolution. Supports the larger FAA and USCG integration strategy by leading the documentation and implementation of organizational roles and safety responsibilities for WIG craft safety. Works with WIG industry representatives to encourage and maintain a safety related culture, through continuous safety improvement.
Performs multiple, varying, and complex assignments under the minimal direction of the section manager. Acts as principal technical specialist and team leader for identification of safety standards and processes for WIG craft involving coordination between the USCG and the FAA. Applies experience and comprehensive technical knowledge of FAA airworthiness standards, related guidance material, certification practices, and compliance procedures for aircraft, components, systems, and manufacturing, USCG standards and processes, as well as an understanding of new technologies and methodologies.
Leads the development of roles, authorities, delineations of responsibilities, resources, and commitments of the FAA and with involvement of the USCG, respectively, pertaining to design and operational considerations and improved technical process and systems for WIG craft safety. Considers the objectives of multiple FAA service offices when developing, integrating, and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Assignments include preparing written documents and reports; performing extensive research and analyses; performing investigation and inspection activities; and direct responsibility for project/program management. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.
Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs, and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB/SOs) and externally, to include USCG and industry. Plays a lead role in drafting, reviewing, editing, and coordinating with stakeholders on reports or contractual documents for final approval prior to external distribution. Presents briefings to executive leadership to obtain consensus/approval on deliverables. Coordinates significant technical matters with representatives of external organizations.
Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Carries out the implementation of new or revised policies, procedures, and processes within the organization. Provides policy guidance and instruction to others, both internally and externally. Explains the purpose, goals, and objectives of a policy or regulation. Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems.
