Clarification from the agency

Help

Provides day-to-day leadership, direction, and oversight of the PAB's administrative programs, legal programs, and operations to ensure they align with the PAB Chair's direction and Board's policies.
Coordinates with the Board to ensure they are informed and integrated into the PAB's executive, administrative, and operational decision-making processes; proposed changes related to PAB operations; and reorganization efforts.
Executes, implements, directs, and monitors PAB changes and improvements to the programs and operations by coordinating and consulting with PAB office heads and employees.
Serves as the Board's contact for program matters and legal advice on PAB issues.
Oversees the PAB's budget and financial matters on behalf of the Board by preparing budgets, maintaining financial records, and providing updates.
Advises and consults with the PAB Chair to approve or reject staffing, training, travel, and other resource requests from PAB offices.
Establishes, coordinates, and monitors case processing, work standards and management controls for the PAB including automated information systems, manuals, and instructions concerning procedures, rules, and practices for administrative and operational functions of the PAB.
Serves as the day-to-day liaison and representative for the PAB with GAO, members of Congress and their respective staffs, executive and legislative branch officials, members of the public, and those who represent other organizations or entities seeking information or conducting business with the Board.
Advises the Chair and the Board of developments and progress concerning sensitive or controversial issues within the PAB and, in consultation with the Chair, oversees their coordination and resolution.
Uses delegated authority granted by the PAB Chair to direct the work of the PAB; is held accountable for the success of the PAB's line or staff functions; monitors and evaluates the progress of the organization toward meeting goals; makes adjustments in objectives, work plans, schedules, and commitment of resources; evaluates and provides input on the performance of employees; makes decisions on people-related matters such as selections, promotions, awards, and training; supports GAO's equal employment opportunity (EEO) goals, core values, and People Values by positive example and appropriate action.

Technical qualifications

The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position.
The technical qualifications for this position are:
- Demonstrated knowledge and experience in providing accurate and well-researched legal analysis, advice, and recommendations to senior agency officials on federal personnel, employment, and labor law issues.
- Demonstrated experience litigating and/or adjudicating cases involving federal personnel, employment, and labor law issues.
- Demonstrated experience managing organizational resources (e.g., budget, information, and personnel) and identifying operational and management efficiencies that support the allocation of limited resources.
- Demonstrated knowledge and experience conducting oversight reviews of EEO-related or similar government programs.

Executive core qualifications (ECQs)

The ECQs assess executive experience and potential. They measure whether you have the broad executive skills needed to succeed in a variety of Senior Executive Service positions.
