Joining Customs & Border Protection (CBP) will allow you to utilize your expertise overseeing the planning and execution of assigned acquisition program and providing staff support to senior acquisition officials on various aspects of acquisition program management. This position starts at a salary of $124,531.00 (GS-14, Step 1) to $161,889.00 (GS-14, Step 10. In this Program Manager position you will become a key team member of Homeland Security professionals involved in enhancing communication and cooperation between and ensuring command-wide coordination and facilitating inter-agency integrating and synchronization of efforts across DHS, while guiding the development and tailoring of emerging acquisition efforts; developing short and long range program plans, goals, objectives, and milestones; identifying and developing ways to resolve problems; proving expert analytical services, staff advice and assistance to senior leadership and the information/recommendations provided to enable decision makers to choose alternate policy/program options.

Typical Work assignments include:
  • Managing the triple constraints of cost, schedule, and performance; long range planning for acquisition programs; acquisition program budget and financial management; program execution; and monitoring contractor performance.
  • Serve as Program Manager and the Integrated Product Teams (IPT's) lead responsible for the overall management, control, coordination, and execution of assigned acquisition projects. Collaborates with Systems Engineering, Business Management, Logistics, and other offices to determine resource requirements, coordinate support, establish and decide on/coordinate work related changes.
  • Keeping CBP leadership fully informed of program progress, issues and their resolution, and impacts of any costs.
  • Developing, revising and implementing government decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project

Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Developing, planning, and implementing all aspects of system acquisition programs (from design to execution) in conjunction with acquisition laws and policies.
  • Providing analysis, advice, and/or recommendations to senior leadership to enable decisions on alternative policy/program options which could significantly impact or change aspects of acquisition programs.
  • Applying acquisition policies, processes and guides to be able to manage, control, coordinate programs.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/20/2025.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. DHS Certification: This is a DHS acquisition certification-covered position. This position requires FAI FAC-P/PM Senior-Level Program Management certification with DHS P/PM Specialization, or the ability to obtain this certification within 18 months of placement. The position may also require DHS IT Specialization if assigned to an IT or Mixed Program.
