The General Engineer (ETO) provides leadership for highly complex and challenging work activities under the minimal direction of a manager. Applies experience and comprehensive knowledge of engineering principles, theories, and concepts in the performance of the following duties and responsibilities:

Interpret contract scope language and project technical, engineering, or design requirements and render judgment as to whether or not specific projects are within scope of the Technical Support Service Contract (TSSC).

Identify quality control defects in technical, engineering, or design products or workmanship and provide recommendations to the FAA contracting officer for steps to be taken to remedy defects.

Understand, interpret, develop, write and apply performance metrics as applicable to contractor award fee.

Work with FAA engineers and program managers both orally and in writing to provide guidance on how to manage use of contract resources to the best advantage of the Government.

Exercise independent review and audit responsibility for Cost Performance Reports and Invoices and the development of recommended resolutions to discrepancies or errors concerning the work ordered by the incumbent.

Serve as the principal expert and consultant to the Region or Service Area and the national TSSC Program Office for the management and audit of TSSC.

Incumbent represents their office on all aspects of the TSSC at national and local level at program status review meetings with the national coordinator and contractor.

Uses various FAA systems to track and report status of funds, budgeted work, invoiced amounts and schedule status for multiple simultaneous FAA projects issued under the contract. These systems include, but are not limited to, budgeting and accounting activities which are used to supplement engineering management activities.

Monitor technical work being performed to assure the contractor utilizes personnel meeting requisite qualifications and is using categories of personnel appropriate for the effort required by the Government.

Works with FAA program analysts to process FAA Procurement Requests, invoice review and analysis, and assist in the management of government property.

Reviews and evaluates contractor's work plans in order to assure projects will be accomplished in accordance with accepted engineering standards and practices and that estimated costs and labor hours are reasonable.

Advises and assists the TSSC National Program Manager in formulating national management decisions regarding TSSC technical procedures, performance, and evaluation criteria.

Serves as the local interface with the contractor on national work release efforts.

Broad policies and objectives provide general guidance for addressing issues, but allow for considerable discretion to develop new and innovative approaches.

Provides guidance to lower-level staff to solve difficult technical issues. Resolves most problems but the unique technical problems are resolved with management’s intervention or more experienced engineer.

Work is reviewed primarily at project completion and to ensure technical compliance and alignment with
requirements of the project or other work activity. Work impacts the objectives of one or more major subdivisions and/or LOB’s/SO’s and may impact on the objectives of the FAA. In some areas, the work may affect the safety and security of customers.

Qualifications

Basic Requirements:

Degree: Professional Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS-13). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Any discipline of professional engineering work with emphasis on project management skills.
