As a Joint Operations Center Training Technician (w/amend 1), GS-1702-09, you will provide technical guidance and assistance to subordinate elements, the headquarters operations section, and other staff sections in planning, coordinating, preparing, conducting, and documenting individual and collective training; assist the JOC supervisor in the development and review of domestic operations directives, planning and readiness reporting; develop and prepares operational products for use in domestic operation events and exercises; conduct force package readiness inspections and other evaluations of state active duty (SAD) operations, security, safety, and force package readiness planning; determine appropriate corrective actions for identified deficiencies and provides guidance for domestic operations; conduct and/or coordinate JOC assistance to the major subordinate commands in all areas of daily and domestic operations; review training schedules, circulars, and yearly training plans to ensure they are commensurate with the current operations chief's priorities and Director of Joint Operations, J3, guidance; perform research and provide recommendations utilized by the JOC supervisor in issuance of daily and domestic operations guidance necessary to facilitate and support subordinate organization's daily and domestic operations mission; coordinate logistical and administrative support of SAD force packages; implement and coordinate the execution of full or partial contingency and continuity of operations plans; review and provide technical guidance for proper preparation of domestic operations; prepare consolidated organizational training assessment reports; coordinate and maintains usage agreements for local/private training areas; serve as the technical specialist in readiness reporting for the organization; perform analysis of organizational readiness data, provides recommendations for the improvement of the organizational training readiness posture, and refines post domestic operations training requirements; review subordinate training readiness feeder reports to ensure current and correct information is reported; may consolidate readiness feeder reports, input organizational data, and provide organizational roll-up to the JOC Supervisor for review and approval; assist in the planning of force package requirements in coordination with State Emergency Management (SEM); responsible for organizing the Army and Air components to meet annual force package requirements according to incident/disaster planning by SEM; review, approve and forward forecasts of organizational training requirements and its subordinate elements; ensure long range force modernization plans, professional military education requirement changes, and military occupational skill transition training are incorporated into forecasts; review and make recommends for all current operations, future operations, and joint training exercises; resolve significant issues or problems in meeting organizational and SEM priorities in emergency response activities; makes recommendations and assists in the preparation of yearly training budget requirements for submission to higher headquarters based on yearly training guidance and training calendar; maintain and evaluate historical data for the formulation of projected budgetary requirements; sub-allocate training funds to subordinate organizations based on the JOC Supervisor guidance; recommend reallocation and transfer of training funds within the organization based on execution and changes in training events; monitor the obligation and de-obligation of funds sub-allocated to subordinate organizations and directs review and corrective actions to ensure maximum availability of funding; ensure the proper forecasting, allocation, and usage of training ammunition within the command; evaluate training ammunition requests based on standard training requirements, approved training calendars, and projected changes in scheduled training; provide recommendations to the JOC Supervisor for reallocation of ammunition allowances to improve the overall training readiness of the organization; oversee and ensure the proper reforecast of ammunition allowances for National Guard Reaction Force (NGRF) and Civil Support Team (CST) activities and exercises; assist in the preparation of plans and procedures for anti-terrorism/force protection and military support to civil authorities; coordinate with local, state, and federal agencies for the implementation of preliminary activities necessary to respond to natural disasters, civil disturbances, and terrorist activities and to provide humanitarian assistance; provide input to the JOC Supervisor for the assignment of work within the training and operations section; may function as the supervisor within the immediate office in the absence of the JOC Supervisor on a temporary or intermittent basis; perform other duties as assigned.
