This vacancy announcement is open to applicants who currently live in the Washington, D.C. or San Antonio, TX commuting area, and to current employees of the federal judiciary nationwide (AO and U.S. Courts). The actual salary will be based on the geographic location of the individual selected for this position.

Duties

Help

The Administrative Office of the U.S. Courts (AO), Cloud Hosting and Networks Office (CHNO) is seeking an experienced Deputy Chief to join its team. The Deputy Office Chief reports directly to the CHNO Office Chief.

The Deputy Chief is responsible for CHNO's daily administration and strategic leadership. The Deputy Chief partners closely with the CHNO Office Chief to provide national information technology (IT) services to the Judiciary. CHNO's IT services portfolio includes private and public cloud hosting services, network operations services, and related support services.

The duties of this position include, but are not limited to:

  1. Providing office-level leadership.
  2. Supporting CHNO leadership meetings by coordinating agenda items, tracking assignments, and organizing and consolidating responses from across divisions.
  3. Coordinating the ongoing review, tracking, and communication of strategic priorities and major cross-office initiatives.
  4. Leading and overseeing the formulation, preparation, presentation, and execution of CHNO's budget, budget presentations, and financial plans.
  5. Providing advice and guidance to leadership on the budget formulation and execution process.
  6. Overseeing the development and management of contract services.
  7. Coordinating the acquisition planning process, including developing performance work statements, Independent Government Cost Estimates, source selection evaluation criteria, and other supporting documentation.
  8. Overseeing existing contracts and serving as a liaison between CHNO and the Procurement Management Division on new acquisitions.
  9. Improving information sharing within CHNO and other Chief Operating Officer (COO) offices by overseeing the development and execution of internal and external communications.
  10. Improving project management maturity by working closely with the CHNO Office Chief, the COO Project Office, and the Enterprise Project Management Division.
  11. Attending and representing CHNO's perspective at meetings with various senior staff across the AO and the Judiciary.
  12. Serving as Acting CHNO Chief when necessary.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience managing large complex budgets, understanding and adhering to organizational budget processes and schedules, and managing or leading teams with various disciplines and experience.
