Duties

Help
  • You will serve as Chief, Theater Security Cooperation and Interoperability Branch for United States Indo-Pacific Command.
  • You will supervise 13 personnel – 4 military (officers), and 9 government civilians providing daily direction and setting work priorities and performing the full range of supervisory duties.
  • You will supervise the planning and execution of combined communications interoperability international requirements between U.S. forces and USINDOPACOM regional military partners.
  • You will supervise program/project management functions to achieve interoperability goals, objectives, and requirements.
  • You will supervise configuration management for tactical data links, message text formats, and other systems to enable combined communications interoperability.
  • You will supervise the release-of U.S. COMSEC equipment and services to include management and re keying material to assigned foreign militaries.
  • You will review and analyze studies the USINDOPACOM Strategy and Theater Campaign Plan and prepare appropriate input.
  • You will supervise direct support to foreign military sales cases affecting communications interoperability.
  • You will supervise the establishment and maintenance of executive level secure communications (voice, data, and VTC} capabilities between the Headquarters of USINDOPACOM and foreign military partners.
  • You will develop and manage the J651 budget.
  • You will supervise the management of the J651 MS SharePoint Portal to include all key documents and allied papers.
  • You will prepare briefings, write information papers, review studies, conduct research, perform analysis, and take other appropriate actions to support USINDOPACOM combined communications interoperability programs and engagement activities.

  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You may be required to be removed from your military recall status if alternatives for filling the position during an emergency are not available.
  • You may be required to perform occasional travel approximately 6 times/year at 5-10 days each within the AOR.
  • You may be required to travel on commercial/military aircraft.
  • You may be required to obtain and maintain an Official passport
  • You may be required to obtain and maintain a valid state issued driver’s license. Travel on commercial/military aircraft may be required.

Qualifications

There is a Basic Requirement for the position. See the "Education" section of this announcement for details.
To qualify for the GS-2210-14 in addition to meeting the Basic Requirement, your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public performing work that involves applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations and performing the following:
1) Providing policy, oversight, prepotency, and technical management of current and/or future Communication and Information Systems
2) Ensuring interoperability during peacetime, crises, contingencies, and war.
3) Integrating the disciplines of telecommunications, networks, computer information systems, knowledge management, and electronic data interchange for a combined task force commander's warfighting, organizational, and business missions.
4) Providing leadership and staff supervision over the planning, programming, budgeting, analysis, acquisition, and implementation of
combined communications throughout the area of operations.
5) Identifying, developing, and implementing improved information sharing practices to enhance the delivery of command and control information among designated international partners throughout the region.
6) Directing the work of a unit that is responsible for a highly technical mission essential Major Command or Unified Command combined communications interoperability program.
7) Developing of complex, enterprise-wide automated systems supporting the effective employment of combat forces in a multinational coalition environment.
8) Exercising a wide range of supervisory and managerial responsibilities.

There is a Basic Requirement for this 2210 position:
You must have:
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience which demonstrates the following:

This position is covered by the Department of Defense Priority Placement Program.
You will serve as a Supervisory IT Specialist (Systems Analysis) with Theater Security Cooperation and Interoperability Branch for United States Indo-Pacific Command. The duty station is Camp HM Smith, HI.

Relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable regulations. PCS is not authorized.

This position is eligible for situational or ad-hoc telework at the discretion of management.
