Duties

Help

  1. Provides overall direction to the planning, coordination, implementation, and evaluation of financial systems; assuring that these systems are in conformance with policies and objectives as well as the policies and instructions issued by the General Accounting Office, Office of Management and Budget, and the Department of Homeland Security; exploring advances in technology and external financial systems and makes recommendations for financial systems applications; and formulating detailed application proposals which identify the specific products or functions to be developed or implemented for the user, estimates of required resources, and specific features, such as inputs, outputs, operating needs, file layout and system interrelationships.
  2. Develops written procedures and guidelines for use in day-to-day maintenance of the financial management system; reviewing existing operations and practices in order to achieve the most effective utilization of resources; and analyzing user requests for development of proposed systems applications and major enhancements and modifications to established systems; and meeting with users to gather information concerning work processes being considered for automation and reengineering.
  3. Analyzes and evaluating overall system utilization and performance; identifying trends and patterns in system usage and existing or projected system operating problems or deficiencies; adjusting or modifying software to provide corrective action; and advising management of significant problem areas and presents alternatives and recommendations.
  4. Provides technical assistance to personnel regarding the capabilities and utilization of system software; and serving as the system software technical consultant on major application design projects.

Qualifications

Qualifications required:

  1. Planning, coordinating, implementing, and/or maintaining major financial systems.
  2. Developing systems' procedures for daily use and maintenance of automated systems.
  3. Reviewing, analyzing and testing new or revised policies and procedures to determine impact on automated systems.
  4. Providing technical assistance regarding the capabilities and utilization of systems software.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
