What does the Senior Advisor to the Chief Taxpayer Services do?
The Senior Advisor to the Chief Taxpayer Services connects and coordinates activities related to technology across Taxpayer Services and IRS, focusing on modernization and technology programs and projects. The Senior Advisor provides continuing high-level coordination, control, and direction over mission-critical, highly complex, and interrelated customer service and compliance programs driven by rapidly evolving business priorities and bureaucratic restraints that substantially raise the level of difficulty in program administration.
The Senior Advisor to the Chief Taxpayer Services performs the following duties and responsibilities:
Provides in-depth technical analysis and top-level advice related to short and
long-range program policies, strategies, and objectives for the Chief TS, to implement overall IRS strategy and vision for TS and voluntary compliance programs. Serves as principle technical advisor to the Chief/Deputy Chief TS.
Stays abreast of a broad range of current developments, policy considerations, trends, and the internal climate as they contribute to policies impacting IRS to assist the Chief TS in setting priorities and objectives. Conducts special projects, coordinates Deputy Commissioner of Internal Revenue (CIR) approval packages and proxies for other Senior Level employees, as needed.
Consults across operating divisions on key issues related to reengineering business practices and procedures necessary to enhance tax administration operations; advises on systems enhancements needed to implement changes in the delivery of products and services to taxpayers.
Provides insight, guidance, and expertise to the TS executive team regarding strategic technology implementation plans and priorities. Collaborates with project teams supporting modernization and technology enhancements to ensure logical development of products, reduce redundancies, and mitigate risks in TS technology projects.
Serves as a liaison to the IT Division to provide insight and perspective on TS projects and/or legislative implementation. Facilitates negotiation discussions with IT Division senior leadership for executive approval. Collaborates with internal and external stakeholders to enhance IRS online/digital solutions, security posture, authentication/authorization policies and ensures integration and access to data.
Makes recommendations to the Chief/Deputy Chief TS, and other executives on matters of program policy, expectations, and procedures. Provides advice and consultation to Division Commissioners, Chiefs, and Directors to ensure comprehensive and integrated taxpayer service and voluntary compliance programs are developed and deployed. Works closely with IRS Chief Counsel and TS Counsel on technical positions and regulatory and litigation issues affecting the TS customer segment.

Qualifications
As a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knowledge, skills and abilities outlined under Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or local government, the private sector, or nongovernmental organizations. You must demonstrate in your application, significant achievements, increasing levels of responsibility, and a solid record of successful professional performance.
