Program Development and Management: 45% The Program Manager has authority over and is fully accountable for all aspects of the clinical services and support services provided to veterans in Vocational Rehabilitation Program. The incumbent is directly responsible for the planning, development, implementation, monitoring, evaluating, and controlling of program operations. Maintaining an effective model for integrated community-based vocational rehabilitation services is required. Therapeutic modalities in the provision of psychosocial rehabilitative and health maintenance service will be used to bring each active-duty service member or Veteran to an optimal level of functional work capacity, independence, and health. Best practices that individualize services will address barriers to employment and implement solutions for successful outcomes. The incumbent develops polices that direct staff to develop transition work and supported employment in the community and the VA Medical Center on a full-time and part-time basis. Vocational accommodation techniques, job exploration, job development/carving, job sharing, on the-job training, and job coaching will be addressed. Policies for each component of Vocational Rehabilitation Program will make Vocational Services available to any active-duty service member and/or Veteran with a disability eligible for VA service including but not necessarily limited to, Veterans with psychosis, bipolar disorder, schizophrenia, traumatic brain injury, posttraumatic stress disorder, spinal cord injury, and substance abuse disorder.
The Program Manager will advertise the program through a brochure that will be updated at a minimum every year. Responsibility includes internal and external marketing to include negotiation state and federal contract, partnering with business, nonprofits, State Vocational Rehabilitation, Department of Labor, workers compensation social security, et. Developing and coordinating inter-agency cooperation is also essential.
The incumbent develops and reports to Supervisor the estimates of budget requirement based on past history, anticipated workload and the production capability of the unit; must be especially cost-conscious and find means to substantially reduce operation cost without impairing overall operation, e.g. methods, improvements, sampling, automation, etc.: plans, develops, and prepares budget estimates covering requirements for procurement of supplies, equipment and personnel services; maintains a budge control system which will ensure adequacy of funds. Accountability include the completion of the bi-weekly payroll for the Transition Work Experience (TWE) component of the CWT Program and following correct procedures for credit card usage and approval, purchasing billing and payroll oversight. Incumbent will be responsible for the overall maintenance of accounting controls, billings, payroll, pay records, and CWT (formerly STRAF) funds. Assures accuracy of all financial reports connected with the program with the addition requirements for Fiscal Service at the VAMC and program reports as required by VA Central Office.
