Duties

Help
  • Serve as a Technical Monitor (TM) under the guidance of a higher graded engineer and Lead TM or Contracting Office Representatives (COR) within the Operations and Maintenance Division.
  • Serve as a cost estimator within the Directorate of Public Works (DPW), Business Operations and Integration Division (BOID), for assigned repair and construction work requirements.
  • Communicate with contractor personnel to resolve complex operational problems at facilities.
  • Conduct negotiations on cost proposals submitted by contractor.
  • Recommend appropriate action to COR such as withholding payment, re-negotiation of certain clauses, and partial or complete termination.
  • Write task scopes such as Statements of Work (SOW) or Performance of Work Statements (PWS), to identify the government's needs for work to be accomplished by contractor.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-09 Specialized Experience: Oneyear of specialized experience which includes: 1) developing cost estimates for construction or repair of facilities; 2) performing technical review of contract designs; AND, 3) maintaining records and monitoring project construction and/or contract services.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

GS-10 Specialized Experience: Oneyear of specialized experience which includes: 1) monitoring construction activities on projects; AND 2) surveying contractor work for compliance with quality control plans.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

GS-11 Specialized Experience: Oneyear of specialized experience which includes: 1) experience such as preparing plans and specifications for new construction, major/minor modifications, alterations, renovations, or repairs to existing facilities; 2) reviewing designs to include plans and specifications for technical adequacy; and 3) compliance with standards and conformance with engineering practices.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

  • Fort Irwin Schools: Fort Irwin has school Pre-school and Pre-K through middle school. High School is 35 miles from Fort Irwin.
  • Child Care: Fort Irwin has childcare services for employees who work on the post.
