The primary purpose of the position is to provide, on a rotation basis, non-radar approach control (tower without radar) services to military and civilian aircraft operating under Instrument Flight Rules
(IFR) and Visual Flight Rules (VFR). Provide terminal Air Traffic Control (ATC) services to aircraft operating within delegated airspace. Functions will be performed at a regional airport which services varying types of aircraft ranging from general aviation to corporate and military aircraft. Incumbent is responsible for supervising and managing all ATC activities. Incumbent will also develop, maintain, and administer standardized ATC training programs for tower facilities in accordance with guidelines established by regulations of the Department of Army (DA), Department of Defense (DoD), and FAA.
Supervises positions concerned with: (1) the control of air traffic to insure the safe, orderly and expeditious movement along air routes and at airports when a knowledge of aircraft separation standards and control techniques, and the ability to apply them properly, often under conditions of great stress, are required; (2) providing preflight and in-flight assistance to aircraft requiring a knowledge of the information pilots need to conduct safe flights and the ability to present that information clearly and concisely; and/or (3) the development, coordination, and management of air traffic control programs. Requires an extensive knowledge of the laws, rules, regulations, and procedures governing the movement of air traffic.

CONDITIONS OF EMPLOYMENT & NOTES:
Position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations. Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
SECRET Clearance: Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
DRUG TESTING: Random testing will use a scientifically valid system for randomly selecting employees to be tested. Random testing may be imposed without an individualized suspicion that a particular individual is using illegal drugs or misusing alcohol.
ANNUAL CLASS IV PHYSICAL: This position requires a pre-employment physical, and annually thereafter.
ROTATING SHIFTS: The incumbent performs work on standard and/or rotating shifts.

Priority Placement Program (PPP) DoD Military Reserve (MR) and National Guard (NG) Technicians:
MR or NG Technicians who will lose or lost military membership through no fault of their own after completing at least 15 years of technician service and a minimum of 20 years of service creditable for non-regular retirement may exercise preference eligibility to DoD positions with the local commuting area in accordance with section 3329(b) of Title 5, U.S.C. This preference eligibility is valid for 1 year after separation.
If meeting this requirement, applicant must submit a copy of the "Military Reserve and National Guard Technician PPP Self-Certification checklist" and copies of appropriate documentation, such as the received notification letter indicating no longer eligible for military or NG membership (through no fault of your own) and you have completed at least 15 years of technician service and at minimum of 20 years of service creditable for non-regular retirement.
PPP DoD Retained Grade Preference Eligible:
