**INITIAL CUT OFF IS Monday, 16 December 2024**This is an open continuous vacancy announcement. Applicants will be referred periodically throughout the announcement period. Final application disposition will be completed once all positions have been filled or the announcement reaches the end of the open period stated in the announcement. The first cut-off date is 11:59 pm (est), December 16, 2024.

Duties:

  • Incumbent operates up to 55 horsepower diesel powered industrial type tractor with attachments (i.e., 3-point hitch mounted PTO driven 80 inch cut rotary mower, post hole auger, 7 foot one-way snow plow, 7 foot grader blade, etc.).
  • Operates sedans, station wagons, vans, pickup trucks, dump truck, stake body trucks and UTV's.
  • Performs operator's preventative maintenance and inspections on the equipment following manufacturers recommendations and makes the appropriate maintenance log and record entries.
  • Performs paved and unpaved trail maintenance tasks. Makes road repairs, bituminous and aggregate surfaces (i.e., by filling in potholes and raveled edges with bituminous patching material, by adding and spreading crushed stone to correct irregularities, etc.).
  • Removes dead, hazardous, and fallen trees and limbs from roadways, trails and park grounds.
  • Constructs and repairs a variety of historic and non-historic type fencing. Performs turf maintenance.
  • Operates self-propelled riding type mowers.
  • Operates smaller gasoline (2 & 4 cycle) powered equipment.
  • Moderate to heavy physical effort may be required in operating equipment, in lifting 45-100 pounds, for example lifting trash containers, moving tables and benches, loading and unloading cargo, in repairing/constructing roads, trails and fences, using hand tools to dig and backfill ditches, etc.

  • Incidental Driving: You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.

SCREEN OUT: Have experience that demonstrates the ability to perform work as a Tractor Operator, WG-5705-07 without more than normal supervision. This experience is defined as: 1) Safe operation of motor vehicles; 2) Safe operation of 45-55 horsepower industrial type diesel tractors and attached or towed equipment over rough terrain and/or steep slopes while avoiding numerous obstacles; 3) independently solves problems and performs duties safely; 4) maintain and use tools and equipment relating to cultural preservation/rehabilitation/maintenance of historic landscapes and trails; 5) able to interpret and follow directions, 6) able to use computers, maintain records and perform simple arithmetic calculations.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.

Physical Demands: Frequent arm and leg movements are required to operate the tractor and manipulate equipment controls in difficult terrain. In addition, the work involves bending and heavy lifting (up to 50 pounds) in handling supplies and materials.

Working Conditions: Work is primarily performed outside and the incumbent is exposed to all types of weather conditions. Because the work is often performed on steep slopes and in rough terrain the incumbent may be subject to injury from falls or overturned tractors and equipment.
