The Program Manager (Design and Print) coordinates the work of DCBE's three visual information specialists and one of DCBE's consumer education specialists to plan, budget for, and carry out the design and print program. The Program Manager also serves as an advisor to the management and staff of various organizations within the FTC on all matters related to DCBE's graphic design and print program, oversees the coordination of these activities with external organizations, and represents the Division in Agency and public forums. Works with senior Bureau management to develop and implement the strategy and operational plans for the design and print program.
In addition, the Program Manager:
* Manages and has complete oversight for the design and print program, which has a combined annual budget of nearly $2 million. Oversees the work of the consumer education specialist that also serves as the Division COR to manage contractors and contracts, which are an integral part of the design and print program. These activities include overseeing inter-agency agreements with GSA's Government Publishing Office (GPO), performing site inspections, engaging as needed with GPO printers and their distribution facility in Pueblo, Colorado, and making recommendations to streamline and improve processes and the program.
* Ensures major management performance objectives are being met, including meeting Government Performance and Results Act (GPRA) measures related to print and distribution; ensuring operations are within budget and comply with division and agency policy; are economical, effective, and efficient; and providing timely, relevant reports that meet internal and external reporting requirements.
* Plans, organizes, reports, and makes decisions related to achieving agency, bureau, and division graphic design and print objectives.
* Manages performance measurement systems and related reporting for accounting, efficiency, and effectiveness. Develops and implements short- and long-term plans and related budgets, systems, policies, and procedures for the design and print program.
* Provides timely and relevant internal and external reports to the appropriate levels of management. These reports provide accountability to demonstrate the achievement of performance objectives.
* Serves as the central division contact for communicating and coordinating with internal and external organizations on graphic design and print program issues (e.g., the U.S. General Services Administration, the Government Publishing Office, many state Attorneys General, and the Commission, including the Bureaus of Consumer Protection and of Competition, the Office of the Executive Director, including FMO, OCASO, and OCIO; the Office of Policy Planning, the Office of Congressional Relations, and the Office of International Affairs). Works to establish and maintain effective working relationships with members of these organizations, among others.
* Oversees the team's use of the print database to gather information regarding print publication and distribution matters and produce reports for management, GPRA, Congress, and other purposes.
* Supervises the work of three visual information specialists and one of the division's consumer education specialists. Plans work to be accomplished by the team, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to team members based on priorities, selective consideration of the difficulty of the requirements, and capabilities of employees. Evaluates the work performance of team members. Advises, counsels, and instructs team members on both work and administrative matters. Interviews candidates for positions on the team; recommends appointment, promotions, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level manager. Effects minor disciplinary measures, such as warnings or reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed; and develops performance standards.
Additionally, the incumbent collaborates with division management to develop plans for national campaigns, ensuring that the design and print program resources can cover desired print collateral in all the requested languages, and ensuring that the messaging in graphic designs adheres to division policy.
There is no education requirement for this position or substitution of education for specialized experience at this grade level.
