Assists in the inspection of all MCCS activities to determine compliance with applicable regulations and procedures. Upon direction, performs unannounced inspections/audits of cash registers and funds. Prepares written and/or oral reports as prescribed noting discrepancies and makes recommendations for corrective action to the Director, Compliance and Risk Management.
Upon direction by supervisor, performs examinations of accounts and records of the MCCS Division for the purpose of proving their accuracy, authenticity and compliance with directives. Reports on conditions that cause or contribute to inefficient operations. Prepares written reports which contain recommendations for corrective action to outline fully the results of inspections.
Assists in the completion of annual and periodic inventories of all MCCS Activities. Assists in preparing and publishing inventory procedures, instructions and guidance. Monitors the conduct of all inventories to ensure compliance with directives. As directed, examines and evaluates the facts and circumstances of any excessive inventory variances or other losses, when not otherwise being investigated by an investigating official, to determine causes. Recommends appropriate corrective action. Ensures routine check of contractors and concessionaires including cash verification, cleanliness, and quality control. Prepares written reports of findings. May conduct loss prevention inspections for all MCCS Activities. Assists in the audit and inventory tracking for the Retail firearms department.
As directed, reviews and recommends operational revisions and changes to MCCS Letters of Instruction, bulletins and procedures which are relative to the furtherance of the MCCS organization¿s mission. Reviews reports of audits and surveys and recommends necessary corrective action. Assures investigation of any reported cash register, cash, internal controls, inventory or property discrepancies.
EVALUATIONS:
Three years progressive experience that demonstrates a knowledge of accounting ability to apply this knowledge in various work operations. Ability to write clear, concise written reports. Ability to gather, assemble, consolidate and analyze facts to draw conclusions and make recommendations. Ability to edit documents for formatting, grammatical and spelling errors. Ability to format documents utilizing the guidelines in the Navy Correspondence Manual is preferred. Must possess a valid state driver¿s license. This is a white-collar position where occasional lifting up to 20 lbs may be required. An equivalent combination of training and experience may be substituted for the qualifications above.
This is a ¿covered position¿ for the Domestic Violence Misdemeanor Amendment of the Gun Control Act for the Department of the Navy civilian personnel. Since the incumbent may come in contact with firearms, or ammunition in this position, they will need to complete a DD Form 2760 certifying whether or not they have ever obtained a ¿qualifying conviction¿ for a misdemeanor or felony crime of domestic violence. All covered employees have a continuing obligation to notify their supervisors through use of the DD Form 2760 if they obtain a qualifying conviction.
This position has been designated as Noncritical Sensitive and therefore requires the ability to obtain a Secret clearance. Continued employment is subject to a favorable adjudication of the security investigation.
