Provides authoritative legal counsel and assistance directly to the Commander and senior staff
of AFMC and the AFPEOs in all legal areas, except military justice and related matters that are the
responsibility of the Staff Judge Advocate in accordance with 10 U.S.C. 806 and R.C.M. 105. In this
regard, renders opinions, verbal and written, prepares and delivers presentations and briefings on all
facets of major systems acquisition, procurement fraud, patents and intellectual property, technology
transfer, logistics, government procurement, policy, legislation implementing actions, contract claims,
disputes, litigation and the like, including applicable procedural and substantive legal, management,
and policy recommendations and solutions.
Represents AFMC and program legal interests at Air Staff, Secretary of the Air Force, and
Office of the Secretary of Defense (OSD) levels to resolve significant legal and policy issues impacting
major programs and the acquisition management process.
A primary member of the Headquarters Acquisition Strategy Panel, Solicitation Review Panels, special studies and similar bodies and as counsel to the AFPEOs. Represents the Command on Source Selection Advisory Councils for selected major programs. Advises and makes recommendations to AFPEOs, Source Selection Authorities, and senior contracting and management officials.
Advises, directs and supervises command general and civil law areas including ethics and standards of conduct; grievances and litigation in the EEO and labor law area; denial policy and litigation
regarding FOIA and Privacy Act matters; and environmental law matters. Advises, directs and supervises acquisition law support and services to pertinent commanders and their staffs, including establishment of priorities and commitment of assets and resources.
Effectively utilizes AFMC staff judge advocate, civilian attorney, and legal support personnel and resources to provide quality legal services to the Commander, staff, AFPEOs, and field commanders and personnel. In doing so, takes specific steps to support and advance EEO and affirmative action goals. Provides expert professional direction and consultation under the most complex and demanding circumstances. In this capacity, performs the following major duties:
Performs as troubleshooter on complex programs and special projects with most difficult legal,
factual, and policy issues, particularly where high level interface is involved. Provides essential expert procurement legal consultation and liaison services at all levels of Command within the Air Force, the Air Staff, AFPEOs, The Judge Advocate General, Federal Acquisition Regulation Council, Defense Acquisition Regulation Council and subcommittees, the AF General Counsel, the Department of Defense, The U.S. Department of Justice and other legislative and executive agencies of the U.S. Government and/or foreign countries as authorized. Negotiates and drafts complex contractual provisions for use in major Air Force systems and logistics contracts for consideration and approval at highest corporate and governmental levels of the United States and, in the case of major foreign military sales and cooperative research, development and production agreements, foreign governments and corporations. Assists Air Force trial attorneys in negotiating settlements to complex contract litigation involving major programs, large dollar amounts and sensitive government interests.
Actively participates in professional organizations, conferences and symposia, making speeches, lecturing, participating in panel discussions, and writing for professional publications, for example, attends, participates in and conducts training conferences and seminars (e.g., ABA, FBA, NCMA, DOD Procurement Research symposium, OPM Annual EEO/Labor Law Conference) commensurate with the authoritative, expert level of knowledge, experience and responsibility of the incumbent's position.
A bachelor's degree, typically in a field like law and legal studies, history or social science is required.
Must have graduated with a Juris Doctor (J.D) degree from a law school accredited by the American Bar
Association (ABA).The Incumbent must be a current active member and member in good standing of the
Bar from a state or territory of the United States, the Commonwealth of Puerto Rico, or the District of
Columbia. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
