Provides leadership/management of a large line and/or policy organization; initiates Marine Corps wide policies and programs, and formulates Department-wide strategic plans, programmatic objectives, policies, and standards. Collaborates with higher headquarters and utilizes enterprise-wide capability, vision, and knowledge of joint mission matters of additional scope and complexity.
Consistently assesses impact and future effects of proposed legislative and regulatory changes in MF Operations. Leads coordination of the development of data, provision of expertise and insight, development of legal position, and preparation of justifications and/or legislative proposals to develop and support goals and objectives. Promotes development and implementation of innovative programming to proactively enhance efficiency and effectiveness of all MF Programs and Marine Corps Community Services (MCCS) operations worldwide, and strategic management of programmatic plans and policies, alternative courses of action, and future strategies to position MCCS to successfully complete plans of action that support DON, and Marine Corps goals and objectives.
Studies and evaluates the overall effectiveness, productivity and efficiency of MF operations worldwide to benchmark and compare organizational performance to that of: external agencies, competitive entities, and sister services that meet the needs of a diverse audience with unique lifestyles, and to identify significant factors, relationships, trends, successes and shortcomings of organizational programming to prompt implementation of responsive alternatives to correct failing strategies. Conducts follow up analysis to monitor compliance, direct enhancements, and/or reallocate financial, personnel, service, technological resources to achieve overall organizational goals and objectives.
The MF Director assists in the direct oversight of a division of approximately 425 civilian employees and military personnel; and accomplishes the Division¿s mission of developing Service-level policy and plans as well as sponsoring resource requirements for MCCS and assigned Military Personnel Support activities that directly affects the health, quality of life, combat readiness, retention of Marines, Sailors, and their families at Marine Corps commands, and their transition to public life. Through Branch Heads, provides counsel, reviews and assigns goals and objectives, and monitors accomplishments. Provides leadership to bring about strategic change, fosters development of others to achieve the mission and goals, produce high quality results, and build coalitions to achieve common goals. Serves as the Marine Corps Community of Interest Sponsor for Marine Corps-wide community services civilian personnel.
Serves as principal advisor to the DC M&RA providing guidance on all phases of the MF Division, MCCS operations at Headquarters and installations, acts as an advisor to the MCCS Board of Directors (MCCS BoD) and Marine and Family Programs Committee (MFPC) on operation and management of Marine and Family Programs Marine Corps-wide. Acts as the principle or representative at OSD directed task force or planning bodies and HQMC boards.
Represents the Commandant of the Marine Corps on matters concerning Marine and Family Programs resource plans in various congressional hearings, external coordination with DOD, DON, headquarters staffs of Sister Services, and internal coordination with other HQMC Staff agencies and Marine Corps major commands.
Serves as a Program Sponsor and assists in oversight of the development and execution of Appropriated Fund requirements and allocation of funds to major command and installation level program operating budgets more than nearly $500M, annually. Assists in the oversight of approximately $300M, annually of Non-appropriated Funds generated in installation level programs.
Supervises eleven civilians (2 GS-14, 8 NF-5, 1 NF-4). The immediate supervisor of the Director, MF is the DC M&RA, a Lieutenant General (O-9), who provides broad general direction and policy guidance.
EVALUATIONS:
Experience of sufficient scope and quality to be able to carry out the managerial, supervisory, and technical duties of the position efficiently; and be fully qualified on the technical and managerial qualifications listed under mandatory qualifications below. Experience in an executive level position providing leadership/management over a large line and/or policy organization; initiating Marine Corps-wide policies and programs, and formulating Department-wide strategic plans, programmatic objectives, policies, and standards to foster an organizational climate that sustains excellence and results.
A minimum of a four-year degree from an accredited university is highly desirable. The U.S. Marine Corps has adopted OPM's Executive Corps Qualifications (ECQs) for NF-06 level positions to evaluate candidate's essential leadership qualifications. Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the ECQs and MTQs will eliminate you from consideration. ECQs and MTQs should reflect your most recent experience, ideally from the past 5-7 years, and no ECQ/MTQ example should be older than 10 years.
EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the ECQs. They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of executive positions. Failure to meet a qualification requirement will disqualify an applicant.

4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS: Each MTQ must be addressed separately in your Supplemental Narrative Statement which you must upload as part of your application. Each MTQ must not exceed 2 pages.
1. Demonstrated success managing the corporate headquarters of a multi-program operation, including comprehensive knowledge of best business practices employed by private industry, non-profit organizations, and academic institutions providing community services.
2. Skill in managing Appropriated Fund budget programming and planning, analysis, and execution at the corporate/enterprise level, i.e., multiple programs/projects with multiple appropriations across multiple years. Knowledge of the DOD Planning, Programming and Budgeting System (PPBS).
3. Comprehensive knowledge of Non-appropriated Funds management to include budgeting, analysis, execution, generation, safeguarding, and investing of funds.
4. Knowledge of military affairs that demonstrates a thorough understanding of military organization, roles, functions, protocol, terminology, and the ability to effectively communicate with military personnel of all ranks and positions including senior officers, enlisted, and civilians.
5. Knowledge of Congressional Committee processes to include procedures necessary to organize, plan, and deliver testimony, and represent the Marine Corps position.

This position is Special sensitive. The incumbent must also be able to obtain and maintain a Top Secret/SCI level security clearance.

This position has been designated by the Department of the Navy as a Testing Designated Position (TDP) under the DON Drug Testing Program. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
This position may require for the incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
TDY will be required. Incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.
