This is a developmental position in which the incumbent performs progressively more complex duties and responsibilities on a gradual basis leading to the full performance level of GS-11. Developmental assignments will be given with the goal of attaining the full performance level. Duties quoted below are at the GS-10 level.
The individual selected for this position will perform the following duties:
Computer-Aided Design
Under the direction of appropriate professional personnel, the employee will provide technical support to architectural, engineering and facility management personnel by creation and maintenance of the AOC "As-Is" computer-aided design master files covering architectural, mechanical, plumbing and fire protection engineering disciplines along with civil and landscape plans.
Enters as-built documentation projects into the master files and updates project-tracking system with work completed. Provides information to AOC and consulting architects and engineers on available data, processes and documentation for Senate and House Moves.
Responsible for the input of specific as-built documentation which requires the coordination of architectural and engineering aspects with other management experts and which requires the use of a broad base of multi-discipline expertise. Is consulted as an agency expert and resource for information on available data, processes and documentation.
Responsible for creating and updating specialized drawings for integration with geographic information system (GIS) based building data.
Acknowledged as the AOC expert in use of specialized 3D CAD application for the production of CAD building information models (BIM). These models use database-linked, parametric based objects and used to derive plans and sections for use by all other users of the general CAD system. Will be consulted by architects and engineers regarding the placement and operation of building equipment, features, systems and requirements for the information contained within the building information model.
Produces specialized 3D CAD drawings to document architectural, mechanical, electrical, plumbing and fire protection CAD Building Information Models (BIM) for use by other users of the AOC CAD system. BIMs serve to document the placement and operation of building equipment, features, systems and maintenance requirements.
Interacts with application programmers and software developers to resolve "bugs" and to influence future product development efforts to rectify software shortcomings. Helps develop "work-arounds" to fix temporary software deficiencies.
Reviews CAD construction documents submittals to ensure compliance with agency standards and requirements. In addition, uses expertise and experience in architecture, engineering and construction to comment on the constructability of particular design elements.
Develops standard details for complex structures, systems or equipment. Prepares engineering drawings using a CAD system. Maintains hardware and software and keeps abreast of the latest technology, making upgrades as needed. Troubleshoots problems with the CAD system operation. Instructs other staff on the use of CAD and BIM software.
Conducts on-site surveys of work in progress to verify compliance with AOC "as-is" master CAD files. As required, notes variations from master drawings and translates field survey findings, i.e., sketches, drawings, electrical, HVAC and other components and notes into appropriate modifications of the master graphic files and associated databases.
Data Analysis and Presentation
Independently conducts complex surveys, data collection and/or data analysis activities for assigned projects, to obtain baseline data and maintain database. Prepares reports to apprise supervisors of findings and recommendations. Uses sound engineering practices to make preliminary recommendations for further survey, rework, repair and replacement work needed to accomplish a project.
Identifies and resolves unforeseen problems or latent conditions that arise during performance of technical support activities, such as testing or assembly, by conferring with contractor personnel and other technical staff. Performs technical reviews and evaluations of contractor prepared designs, methods and material proposals. Provides required feedback for changes to contract drawings or specifications in order to comply with agency standards and requirements.
Performs other related duties as assigned.
