Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a 2nd Assistant Engineer on a Class I diesel/electric powered pipeline dredge (18" discharge and over). The incumbent will be responsible for the operation, maintenance, and repair of all engine room.

Duties

Help
  • Maintain continuous operating efficiency to prevent damage to machinery.
  • Check and control operation of heating, refrigerating, plumbing, and water supply for the dredge.
  • Observe gages such as pressure gages, vacuum gages, fuel oil gages, tachometers, pyrometers, etc., to determine the proper functioning of machinery.
  • Repair engine room machinery as outlined by Chief Engineer and/or technical specifications.
  • Repair fuel lines, grinding valves, cylinders, pistons, and shears in auxiliary pumps and machinery.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess USCG Designated Duty Engineer 1000 HP license and/or USCG Assistant Engineer's 3000 HP or more license commensurate with the type of engine room machinery, equipment, horsepower, and characteristics of the vessel assigned at appointment
  • Must earn 2nd Assistant Engineer license within 24 months of appointment or face adverse action.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the completion of a pre-employment Physical Examination.
  • This position is dual rated to the position of 1st Assistant Engineer, if qualified and possesses appropriate U.S. Coast Guard Chief license.
  • Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing.
  • Successfully complete and pass pre-employment and random drug testing required.
  • Work schedules and shifts may vary.
  • Work in inclement weather conditions.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) 2nd Assistant Engineer Pipeline Dredge Class I ~ without more than normal supervision. I have the ability to perform common Second Assistant Engineer Pipeline Dredge Class 1 tasks such as, handling controls, operations, and maintenance of engine room machinery and equipment, controlling propelling engines on signal, and advise appropriate personnel on malfunctions of work equipment and/or procedures. - Failure to meet this Screen out Element will result in an ineligible rating.

  • Physical Effort: Incumbent performs work from ladders, scaffolding, and platforms and where the parts, equipment, or systems are in hard-to-reach places. Work requires the incumbent to stand, stoop, bend, kneel, climb and work in a tiring and uncomfortable position. Frequently lifts, carries, and sets up parts and equipment that weigh up to 40 pounds.
  • Working Conditions: Work is performed inside and outside subjecting employee to vary climatic conditions, abnormal noises, temperature, danger of burns, irritation from grease and oils, bruises, strains, dangers involved in attending moving machinery, possible drowning from falling overboard, electrical shock, falls on slippery decks or steep stairways, and crankcase explosion.
