  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Coordinates with the Science Mission Directorate (SMD) to negotiate and enter into Interagency Agreements (IAA).
  • Facilitates IAA and communicates with other Government agencies regarding the process and standard documentation.
  • Acts as a liaison with the Science Mission Directorate (SMD), Resources Management Division (RMD), NASA agency teams, Office of the Chief Financial Officer (OCFO), and Office of Procurement (OP) that interface with the US Treasury.
  • Assesses the appropriate IAA structure, and coordinates and collects the IAA information (technical, costs, schedule) from all stakeholders to review the draft agreement per NASA processes / systems, or other stakeholder systems.
  • Routes and tracks the agreement in G-Invoicing, or other commonly used systems and processes between NASA and Other Agencies for review.
  • Monitors and reviews IAA agreements after execution for compliance, deliverables, and schedule.
  • Recommends IT requirements and systems for internal SMD-wide systems is to manage IAA processes; ensures SMD remains in sync with G-Invoicing requirements with stakeholders; and helps establish agency G-Invoicing / IAA system requirements.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

  • Reviewing and coordinating Interagency Agreements (IAA);
  • Performing program/project management which includes project formulation, implementation, such as; schedule management, configuration management, project controls, financial management, and/or IT systems management;
  • Integrating stakeholders and process requirements such as financial management, policy management, and/or IT systems.


To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Negotiating and monitoring interagency agreements (IAA);
  • Leading or supporting program/project management efforts which includes project formulation, implementation, such as; schedule management, configuration management, project controls, financial management, and/or IT systems management;
  • Integrating multiple stakeholders and process requirements such as financial management, policy management, and/or IT systems.
