The CPP operates around the clock to provide steam for heating and chilled water for air conditioning to the buildings of the U.S. Capitol, U.S. House of Representatives and U.S. Senate. The incumbent is required to report to work during emergencies, failure of plant machinery and equipment, and inclement weather situations to support the critical mission of the CPP.
This position will be filled at the WS-15 level. Developmental assignments will be given with the goal of attaining the full performance level. Promotions can be attained without further competition up to the WS-16. The duties quoted below are for the WS-15 level.
The incumbent of this position is considered an “Emergency Essential Employee” and will be required to work in emergency situations and inclement weather conditions.
Major duties include:
SUPERVISORY RESPONSIBILITIES
Performs administrative and technical supervisory functions for subordinates. Manages the organization unit’s annual budget, workload and overtime requirements. Resolves complaints and grievances as delegated by higher level supervisors.
Manages and coordinates maintenance and repair scheduling, maintenance and repair training and certification programs and assists in the coordination of maintenance activities with operational requirements.
Develops performance and training requirements for subordinates and ensures a mutual understanding of these performance standards. Provides for employee skills enrichment through job related coaching, mentoring and training. Fosters a culture of learning, sharing, cooperation and teamwork that improves efficiency and effectiveness throughout the organization.
Recommends the use of contractors to accomplish work that is not feasible to perform with AOC staff. Supervises and manages contractor support for the Operations Division, including duties as a Contracting Officer Technical Representative (COTR).
Provides leadership and performance expectations for staff. Ensures that program goals and priorities are clearly communicated to all workers. Supports and explains management programs to subordinates.
Responsible for CPP Lock-out/Tag-out (LOTO) system. Reviews and approves all tagging requests submitted to the Operations Division. Reviews the weekly LOTO audit and takes the necessary steps to ensure that the LOTO program is fully compliant with the CPP LOTO procedure.
Provides a workplace free of recognized hazards and provides employees an avenue to report unsafe working conditions and/or hazards. Ensures safety training and direction are provided to all watch team members. Ensures that all mandatory safety training is completed on time by all watch team members.
PLANT OPERATIONS
Ensures the proper operation of all machinery and equipment at the CPP and adherence to best plant operation practices to provide safe, reliable and efficient steam, chilled water, and electric generation.
Supervises the proper start-up and shutdown of plant machinery and equipment. Supervises the proper response to machinery and equipment malfunctions and restores the plant to normal operations. The incumbent troubleshoots to determine the causes of unusual or improper operating conditions, evaluates the situation and initiates corrective actions to prevent recurrence of improper operation or equipment failure.
Ensures proper operation of plant equipment at all times as required by the CPP operating permits. Ensures that environmental compliance and plant chemical treatment parameters are understood and properly maintained at all times.
Possesses an understanding and working knowledge of industrial steam generating equipment and distribution piping systems that operate at 200 psig and an understanding and working knowledge of industrial chilled water generating equipment rated at greater than 3,000 tons and distribution piping systems that operate at or below 43 degrees Fahrenheit.
Ensures plant machinery and equipment is properly and consistently rotated to balance operating hours.
Ensures plant operators are properly trained and qualified to operate all plant equipment and machinery safely and efficiently.
MAINTENANCE, REPAIR AND INSPECTION
Plans, schedules and coordinates the work of the Rotating Operations Branches at the CPP. Assists in planning major projects affecting such functions as renovation or modernizing existing equipment, changing operating procedures and techniques and changing time schedules. Maintains necessary records such as work orders, work performed, materials used, etc. Develops cost estimates of materials for proposed or anticipated projects.
Observes, enforces and instructs subordinates in all safety rules and regulations. Ensures that all operations and work are performed in a safe manner and initiates or takes corrective action on unsafe working conditions.

National Institute for the Uniform Licensing of Power Engineers (NIUPLE) First Class Power Engineer License;

or United States Coast Guard (USCG) Marine Engineer License.
The work also requires the incumbent to obtain an EPA Universal Certification for refrigeration systems within the first year of employment.
