The primary purpose of this position is to perform warranted Contracting Officer responsibilities for all phases of major and complex Architect-Engineer and Construction acquisitions to include acquisition planning, source selection, and various contracting duties.
Contracting Management Operations
Perform the full range of senior professional and technical duties involved in the acquisition planning, preparation, source selection, finalization, award, analysis, and active administration of construction, Architect- Engineer (A-E), and other agreements and contracts for major facility construction and other contractual actions, as assigned.
Pre-Award Management
Perform and lead market research and acquisition planning. In conjunction with program representatives, responsible to develop and execute source selection strategy, solicitation, and award process (including adjudication of protests) for major facility design and construction.
Post-Award Management
Administer assigned contracts to ensure compliance with contract requirements. Negotiate and execute contract modifications. Adjudicate changes, Requests for Equitable Adjustments, Certified Claims, issue cure and show cause notices, terminations, and participate in any litigation efforts.
Acquisition Planning
Guides and performs analyses of the program needs and determines strategies that best fit the requirements of the program. Collaborate and provide technical assistance to the program offices in developing annual acquisition planning documents. Assist client offices in developing acquisition strategies, acquisition planning documents, and mutually agreeable milestone schedules that leads to achieving identified program goals and requirements for major projects/contracts.
Other Duties
Act as Chief of the Contracting Office (CCO) when requested by the CCO and have signatory authority sufficient to act as CCO. Perform peer review of various contract actions and files. May be required to supervise, mentor or act as a team lead for lower grade level positions. Reviews and provides input on DES contracting policies and procedures. Attend meetings and site visits involving travel. Provides training to CORs/Engineers as requested/required. Works with other personnel to establish project teams for major contracts.
