Examines conveyances, registration number applications, and other security instruments pertaining to aircraft, engines, propellers and/or spare parts locations and determines acceptability for registration number assignment and/or eligibility for recordation.
Provides analysis of assigned programs functions and identifies actual or potential problem areas, trends, accomplishments, issues and practices. Incumbent plans and conducts a variety of Registry program studies and analyses which involve one or a combination of the following general areas: program planning, execution, control and maintenance as they relate to the performance of the mission of the Aircraft Registration Branch in a paperless environment.
Applies experience and advanced/comprehensive knowledge of Legal Instruments Examiners’ work packets for accuracy. Researches and analyzes work packets for discrepancies. Prepares reports for presentation to management documenting discrepancies identified in need of correction and develops statistical information. The packet review responsibilities of this position contribute to the calculation of an error rate used as a data element in determining performance evaluation of Legal Instruments Examiners in the Aircraft Registration Branch. Regularly provides guidance to less-experienced Legal Instruments Examiners.
Demonstrates considerable independence in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to FAA policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews, and discusses recommended courses of action with program managers and supervisors to resolve major problem areas. The recommendations include but are not limited to programmatic interfaces and impact of not meeting goals and objectives. Plans, coordinates and conducts special analytical studies and projects of major concern to the organization, and involves participation by line managers and others as required by the particular task. Researches and analyzes a variety of materials; coordinates background information; and prepares issue papers, reports, and/or charts to be presented to management or used in response to inquiries or clarification of issues.
Develops procedures and methods for ensuring the efficiency and effectiveness of the registration, recordation and other Registry processes in an electronic management records environment. Assists in the administration, updates, and other advisories to technical staff, management and employees in formal training, on-the-job training and those affected by changes in the Registry’s automated environment. Plans, schedules, and conducts analyses, studies and surveys directed to improve quality, effectiveness and efficiency of management policies and procedures, manpower utilization, distribution of work, location and associated organization functions in the
paperless environment.
Acts as a point of contact for the sensitive activities program of the Office of Civil Aviation Security Intelligence. Provides advice and analysis of complex national security issues to FAA Security, pertaining to the
statutory, regulatory, and policy requirements for the registration of aircraft. Analyzes new or proposed regulations to determine impact on sensitive program operations of FAA Security. Provides guidance, analysis, technical expertise and advice to assist FAA Security in responding to national level security issues. As a Classified Account Custodian, assures full compliance with provisions of FAA Order 1600.2; develops and reports statistical data to the servicing security element as required.
This position requires Critical-Sensitive Top Secret security clearance as incumbent handles sensitive/classified information and requests according to the provisions of FAA Order 1600.2.
Performs other duties as assigned.
To qualify for this position at the FV-H (GS/FG-12/13) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G (GS/FG-10/11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled.
Specialized Experience includes: Experience examining aircraft registration, recordation, and supporting documents in order to effectively review, document, report, and correct errors made by Legal Instruments Examiners; experience checking work packets and documenting errors of Legal Instruments Examiners; experience in providing assistance to employees in formal training, on-the-job training, and those affected by the changes in the Registry’s automated environment.
