Incumbent applies experience and comprehensive knowledge applicable to reviewing, analyzing and monitoring systems engineering contracts, and other contracts supporting NextGen and other disciplines to plan and programs. Assignments require knowledge and experience working on cross-functional teams and/or organizational lines. Typical assignments include: identifying, gathering, tracking and analyzing data to ensure compliance with policies and procedures; identifying, analyzing, and making recommendations for solutions of complex/difficult problems; and recommending improvements to systems and processes. Serves as support of the organization's goals and objectives working in a contract administration role and/or environment (e.g. Contracting Officer's Representative, COR). Incumbent is responsible for providing expertise for complex and challenging activities related to the Systems Engineering (SE2020/2025/SETIS) contracts and other contracts supporting NextGen programs.
Incumbent develops and recommends new approaches to analyze and evaluate restraints and leads and/or participates on teams involved in the procurement planning and source selection phases of the contracting process.
Incumbent assists technical customers in analyzing, developing and documenting technical requirements and cost estimates, for contract planning purposes.
Incumbent monitors contract performance and schedules to insure contract compliance, proper and timely acceptance of invoices and to resolve program governance issues, prepare procurement request packages, and participate in post award orientation conferences.
Incumbent represents the Office of NextGen as a point of contact to provide expert advice and guidance on the SE2020/2025/SETIS and/or other contracts, assist management in determining program requirements for contract support, inform management of various contractual obligations, and prepare briefings for management on project status and contract deliverables.
Incumbent coordinates responses to technical questions during competitions; create spreadsheets, track contract costs by CLINs and Option Years; draft contract delivery order documents, including CLINs, Option Years, Delivery Dates, Statements of Work, award amount and AMS clauses based on type of contract; develop modification packages, ID/IQ delivery Contract Action Reports, and coordinate with contracting officers to track data requirement lists.
Incumbent, with minimal supervision, the incumbent resolves complex contractual issues that require input from multiple stakeholders from both within and outside the organization. Researches, develops and presents technical, operational, and/or contractual briefings to senior management. Leads meetings between internal and external stakeholders. Serves as a team lead on various NextGen special projects.
Incumbent uses broad policies and objectives which provide general guidance for addressing issues, but often require the development of new approaches. May create new solutions and policy interpretations as situations require.
lncumbent's work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
