The Director for Policy, Programs, and Planning leads the Chief of Staff's effort to align NIST policy and planning and programmatic budgetary strategy functions ensuring that the priorities of the NIST Director are represented to Senior Administration officials, other federal agencies, and national and international partners and organizations and represented in the agency's budget. Specific responsibilities include:
Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.
As a basic requirement for entry into the SES, applicants must provide evidence of leadership experience that is indicative of senior executive level managerial capability and directly related to the experience outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs).
To meet the minimum qualifications of this position, you must possess all of ECQs and PTQs. Applicants must also meet the OPM Individual Occupational Requirement(s) for this position.
Basic Requirements:
1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.You must show in your resume that you possess the mandatory ECQs and PTQs listed below. We recommend that your resume (up to 5 pages) emphasizes your level of responsibilities, the scope and complexity of the programs you managed, and your accomplishments, including the results of your actions. An individual's total experience must demonstrate possession of the ECQs and PTQs to perform the duties of this position.
EXECUTIVE CORE QUALIFICATIONS (ECQs):
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
PTQ 1 - Demonstrated experience with program management, strategic planning, budget justification, and administration of major scientific program operations.
PTQ 2 - Demonstrated experience liaising and engaging with executive officials on major programmatic and scientific policy issues, and experience providing clear and comprehensive recommendations.
PTQ 3 - Demonstrated experience advising executive officials on the opportunities and risks associated with critical and emerging technology areas, such as biotechnology, advanced communications, quantum information science, or other critical and emerging technology areas.
The above qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. You will be evaluated for this job based on how well you meet the qualifications above.
All applicants will be evaluated by an Executive Resources Board (ERB) rating panel of senior managers to determine the degree to which they possess the executive core and professional/technical qualifications, and best qualified candidates may undergo an interview and a reference check. The ERB rating panel will make recommendations on best qualified candidates to the appointing authority. Applicants will be evaluated on the quality and extent of their total accomplishments, experience, the ECQs, and the PTQs.
