As a AIRCRAFT PILOT (TITLE 32), GS-2181-12, you will serve as the primary staff officer for the management of aircrew standardization and training programs, fixed and rotary wing aircraft, avionics, armament and associated ground support equipment, maintenance programs, light safety programs, and operational support airlift usage.

Major Duties - This is NOT an all-inclusive list:

  • Direct, evaluate, and issue technical guidance to aviation units on matters pertaining to aviation training, readiness reporting, the Aircrew Training Manual and National Guard Bureau (NGB) training management and planning.
  • Provide staff level supervision to training officers and noncommissioned officers in battalions and related requests for waivers of flying program requirements.
  • Manage and direct the Additional Flight Training Period (AFTP) Program; audit and provide reports on utilization, entitlement, and total program execution.
  • Administer Flying Hour Program (FHP) and Operational Support Aircraft (OSA) priorities.
  • Serve as Aircraft Maintenance Manager and as a technical expert in the field of aircraft equipment maintenance with responsibility for coordination of intermediate and limited Depot Maintenance Programs for the Army Aviation Support Facilities (AASFs).
  • Provide coordination and interface between the aviation facilities and such staff offices as USPFO, Support Personnel Management Office, Public Affairs, Emergency Operations Center, Facilities Management Office, and State Maintenance Office to ensure smooth operation and function of the State Aviation Maintenance Program.
  • Analyze the maintenance management system data to determine cause and effect of adverse trends and problems.
  • Take action based on analysis to correct problems on adverse trends.
  • Manage Physical Security Program in the SAAO and provide staff level support and assistance to physical security/operational security managers of the aviation units in the state.
  • Conduct physical security inspections and evaluations.
  • Have staff responsibility for the Army Aviation accident prevention program, to include semiannual safety meeting for all aircrew members.
  • Coordinate with the NGB and the Army Aviation Center in matters pertaining to aviation safety.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.


Military Grades: Warrant Officer Only - May not exceed the rank of CW2.

GENERAL EXPERIENCE: MUST possess a competent understanding of the occupation's basic principles and concepts and have a minimum of one-year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level.

SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess at least two years specialized competencies in operating a specific main-frame military aircraft, mission planning, and mission preparation; experience in reviewing and analyzing mission tasking, intelligence, and weather information; experience in filing flight plans and conducting crew briefings; experience in aircraft preflight inspections, aircraft loading, and equipment assessments; experience in performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance; competent in conducting or supervising the training of crew members in simple to complex mission specific tasks; experience in developing plans and policies, monitoring operations, and advising commanders; knowledge in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures; and experience in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or must have aviation certifications from accredited military aviation schools.
